Dear Administrative Judges:

On November 24, 1986, L",CO responded to Intervenors' " Motion for Licensing Board to Follow the Rules of Practice in Ruling on Motions. "

Included in LILCO's response was a " Motion Respecting Service and Notification Procedures" (Motion) . In the Motion, at 4, LILCO stated its belief that the ability of the Board to administer an expedited proceeding will be enhanced if three procedures are observed: (1) the parties are required to follow expedited service and notification procedures, (2) the Board notifies all parties whencver it intends to decide motions before the otherwise applicable deadline for all affected parties to respond, and (3) the Board notifies all affected parties by telephone whenever it has issued an order.

The Staff verbally responded to LILCO's Motion at the Conference of Counsel held on December 4, 1986, (Tr. 15-16). The Staff supported any procedures that will expedite and facilitate filings in this proceeding.
