EVALUATION MEMORAhDUM - V.TSITOR ESCORT REQUIREMENTS ATSHOREHAMNUCLEARPOWERSTATION(SNPS)

This is in response to your memorandum dated December 8,1988, addressing the escort policy at Shoreham Nuclear Power Station (SNPS).

As you know, this issue has been discussed with the licensee on several occasions. As a result of these discussions, the licensee agreed on April 19, 1989, to upgrade the visitor escort requirements in the Office and Services Building and the Office and Services Building Annex, or provide additional security measures satisfactory to the staff.

These changes will be processed in accordance with 10 CFR 50.54(p), and will be effected within one month of the date of the enclosed memo, " Security Plan Change, Shoreham Nuclear Power Station, Docket No. 50-322 dated April 19, 1989," or prior to exceeding 5 percent power, whichever comes first.

We appreciated the Region I staff's attentiveness to detail in identifying this inconsistency with the NRC-approved Physical Security Plan and the NRC regulatory requirements.
