CORRECTION OF PAGE TWO OF CLI-88-9 On December 2, 1988, it was brought to the attention of Docketing and Service Branch that the date of May 13, 1987, appearing in paragraph two, forth line from the bottom of CLI-88-9 was in error. The correct date is March 10, 1987. Attached is a corrected page two for substitution in the copy of CLI-88-9 that you previously received.

I conducted an exercise to test LILCO offsite emergency plans for Shoreham. In response to motions filed by Suffolk County, New York State and the Town of j Southampton ("Intervenors") requesting Comission direction on the parties'

procedural responsibilities concerning any hearings on that exercise, the Commission on June 6, 1986, ordered "immediate initiation of the exercise hearing to censider evidence which Intervenors night wish to offer to show I l that there is a fundamental flaw in the LILCO emergency plan." CLI-86-11, 23 i NRC 577, 579. We also directed the Board appointed to cenduct the exercise  !

Notwithstanding that direction from the Comission, and the efforts by the  !

Licensing Board to carry it out, litigation of the 1986 Shoreham exercise

! through the first level of administrative hearings consumed nearly two years. (

Although contentions were filed on August 1,1986, rulings on cortentions did not conclude until December 11, 1986. Following several months of discovery, l

l the hearings began on March 10, 1987 and concluded on June 18, 1987. The  !

l Licensing Board issued a Partial Initial Decision on December 7, 1987, f LBP-87-32, 26 NRC 479, concluding that +5e scope of the February 13, 1986, f l t exercise cf the offsite emergency pi > sfficient to comply with hRC's  !
