SUBJECT:

FEMA REVIEW 0F THE LILCO TRANSITION PLAN FOR SHOREHAM IN SUPPORT OF NRC LICENSING The Long Island Lighting Company (LILCO) submitted Revision 5 of the Shoreham Nuclear Power Station Local Offsite Radiological Emergency Response Plan (i.e.,

the Transition Plan) to the NRC on August 2, 1985. Changes in Revision 5 in-clude commitments made in response to Regional Assistance Committee (RAC) comments on earlier plan revisions.

In the August 2, 1985 transmittal letter, LILCO states that copies of Revision 5 have been forwarded under separate cover directly to members of the RAC.

We request that FEMA review Revision 5 of the Shoreham plan and provide findings and determinations to the NRC. To assist in the review effort, we have enclosed a copy of an August 5, 1985 letter to the Atomic Safety and Licensing Board which includes a description of the principal changes in Revision 5 of the plan.

Based on a discussion on August 9, 1985, between Robert Wilkerson of FEMA and David Matthews of the NRC, we understand that FEMA will provide the results of its review by September 30, 1985.
