FROM: Robert C. Pierson, Chief Licensing Branch Division of Fuel Cycle Safety and Safeguards, NMSS ,

SUBJECT:

SHOREHAM NUCLEAR POWER STATION-CHANGES TO PHYSICAL PROTECTION PLAN DATED JULY 1 AND 16, 1993 i

REFERENCE:

  • Long Island Power Authority (LIPA) letters dated July 1 and 6, 1993 l
  • NRC Region I letter to LIPA dated December 8, 1993 This is in response to your. request for Headquarters (NMSS) to review changes to the Shoreham Nuclear Power Station Revised Security Plan for Long Term Defueled Condition, Fuel Storage in the Spent Fuel Pool - Revision 2,-dated July 1, 1993. j We agree with your December.8, 1993, letter in which you state that the changes are consistent with the provisions of 10 CFR 50.54(p) and, further- '

agree with the licensee that the items outlined in the enclosure to that letter are also acceptable. This acceptance is based upon the following.

- The threat level at this site has been diminished since it is not an operating site. Subsequently, it is not subject to the same concerns as l

an operating site with regard to the protection of the' health and safety l of the public.  ;

f - Such a reduction in response personnel is consistent with our past  !

l practices for response at an independent spent fuel _ storage facility.

(It is felt that this site closely resembles such a facility.)

  • The diminished concern along with the nature of the material offsets the reduction of armed response capability.
