Pouston Lighting & Power Company or Westinghouse Electric Corporation submitted the following and requested that they be withheld from public disclosure pursuant to 10 CFR 2.790:

1. letter from Westinghouse, dated May 30, 1985 (NO. NS-NRC-85-3038),

transmitting several documents related to audit by Mechanical Engineering Branch conducted May 17, 1985 and June 26, 1985

2. letter from Westinghouse, dated July 3, 1985 (No. NS-NRC-85-3044),

transmitting an analytical report (CENC-1302) related to the above audit

3. Letter from Houston t.ighting & Power Company, dated July 18, 1985, transmitting " South Texas Plant (TGX) Reactor Internals Flow-Induced Vibration Assessment" It was stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

The information is of a type customarily held in confidence by Westinghouse, is not available in public sources, its disclosure would be likely to cause substantial harm to the competitive position of Westinghouse, and its development is the result of substantial effort and considerable sun of money.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790 and, on the basis of the statements, have '

determined that the submitted information sought to be withheld contains trade secrets or proprietary commerical information.

Therefore, the version of the submitted information marked as propr.ietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, we may send copies of this infomation to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also understand that the NRC may have cause to review this detemination in the future, such as, if the scope of a Freedom of Infomation Act request includes your information. In all review situations if the NRC makes a detemination adverse to the above, you will be notified in advance of any public disclosure.
