INFORMATION IN SUPPORT OF THE ELIMINATION OF POSTULATED PIPE RUPTURES IN THE PRESSURIZER SURGE I.INES OF THE SOUTH TEXAS PROJECT, UNITS 1 AND 2" - CAW-86-068 By Fouston l~ighting & Power Company letter, dated September 15, 1986 and Westinghouse application, CAW-86-068, dated Auoust 20, 1986, and affidavit, dated November 21,s1984, you submitted WCAP-11256, " Additional Information in Support of the Elimination of Postulated Pipe Ruptures in the Pressurizer Surge lines of the South Texas Project, Units 1 and 2", and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.

You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons: .

a. The information submitted is marketable in many ways. The extent to which such information is available to competitors diminishes the Westinghouse ab'ility to sell products and service involving the use of the information.
b. Use of this information would put Westinghouse at a competitive disadvantage by reducino a competitor's expenditures by using resources developed at Westinghouse expense,
c. The information was transmitted to the Commission in confidence and ' '

under the provisions of 10 CFR Section 2.790, was received in confidence by the Commission.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains trade I secrets or proprietary commercial information.

We have determined that WCAP-11256, " Additional Information in Support of the Elimination of Postulated Pipe Ruptures in the Pressurizer Surge f.ines of the South Texas Pro. ject, Units 1 and 2", marked as proprietary should be withheld i from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b).of the Atomic Energy Act of 1954, as amended.

We therefore approve your request for withholding pursuant to 10 C.F.R. 2.790 and are withholding WCAP-11256 from public inspection as proprietary. A non-proprietary copy of this report, WCAP-11257 has been placed in the Public Document Room in Washington, D.C. and in the local public document rocm

established for the South Texas Pro. ject.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, we may send copies of this information to our consultants working in i this area. We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary information. 9 If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC, You should also .
