4 VOGTLE D 11; aC GENERATING PLANT PUMP INSERVICE T!p tnup.AM RFl.lEF REOUEST RR P 1 11y letter dated May 29,1997 Southern Nuclear Operating Company (SNC) submitted the second ten year interval updates for the Pump ac.d Valve int.cryice Test Program for Vogtle Electric Generating Plant, Units 1 and 2, for review and approval. 'the NRC Safety Evaluation (Tac Nos. M98893 and M98894) dated August 27,1997 authorized relief request RR P 1 for an interim period of six months from the date of the SE. Relief Request RR P 1 requested relief to use existing plant instrumentation for measuring suction pressure when performing inservice testing of the boric acid transfer pumps. The full scale range for the instruments were previously believed to be outside the code requirements lhe 1990 OM Code, ISTil 4.7.l(b)(1) requires that the full scale range of analog instruments to be not greater than three times the reference value. The boric acid transfer pump suction pressure gages are as follows:

Note 1: The vacuum range for these pressure indicators were converted to PSI A for determining the range to reference value ratio. 30"lig Vacuum = 14.7 PSI A thus the range = 15 + 14.7 = 29.7 PSIA.

- Note 3: 'The same principle was applied to the reference value. With a reference value of 2 PSI indicated on the instruments, the ref erence value used for the ratio detetminations was 2 + 14.7 = 16.7 PSI.

'the tange to reference value ratio being less than 3.0 demonstrates that the subject pressure gages comply with the OM Code full scale range requirements. As such, SNC withdraws relief request RR P 1 from the Vl!GP 2nd Ten Year Interval Pump inservice Test Program.
