NRC INSPECTION REPORT 70-7002/97011(DNMS) AND NOTICE  ;

OF VIOLATION Deat Mr, Miller:

' This refers to the routine safety inspection conducted by C. A. Blanchard of the Region lil'NRC office from November 3 through November 7,1997, at your Portsmouth Gaseous Diffusion Plant.

The purpose of the inspection was to determine whether activ; ties authoriad by the certification were conducted safely and in accorder.ce with NRC requi ments. At the conclusion of the inspection, the findings were discussed with members of your staff identified in the enclosed report.

Areas examinert during the inspection are identified in the report. Within these areas, the inspection consisted of a selec'ive examination of procedures and representative records, interviews with personnel, and observations of activities in progress.

Based on the results of this inspection, the NRC has determined that one violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding it are described in detail in the subject inspection report. This violation is a concem because cf managements failure to adequately monitor and imphment nuclear criticality safety training requirements.

You are required to respond to this letter and should follow the instructions specifed in the enclosed Notice when preparing your response. The NRC will use your response, in part, to deiermine whether further enforce.nent action is necessary to ensure compliance witn regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice" a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
