PORTSMOUTH GASEOUS DIFFUSION PLANT ONSITE LICENSING REVIEW AUGUST 9-12,1999 (TAC NO. L32123)
Dear Mr. Toelle:
On August 12,1999, the Nuclear Regulatory Commission (NRC) completed a three-day licensing review of activities associated with United States Enrichment Corporation's (USEC's) May 26, 1999, Certificate Amendment Request (CAR) to reopen Compliance Plan issues 8,9, and 23 at l
the Portsmouth plant. At the conclusion of the onsite review, NRC staff members discussed the J
l findings with both yourself and the Portsmouth staff.
l The purpose of the onsite review was to support NRC's assessment of your CAR to reopen Compliance Plan Issues 8,9, and 23 by determining the acceptability of USEC's proposal to l
reduce the scope of its Nuclear Criticality Safety (NCS) Corrective Action Plan (CAP) by l
performing only Augmented Quality (AQ)-NCS reviews on 93 Priority 3 Nuclear Criticality Safety l
Approvals (NCSAs)/ Evaluations (Es) identified for additional review, and 42 NCSAs/Es identified 4
l for consolidation or deletion.
The NRC staff determined that to support its review USEC needs to commit to: (1) perform a complete review of the NCSAs/Es identified for additional review, consolidation or deletion; and I
(2) evaluate these NCSAs/Es against robust criteria to determine appropriate action, including revision / upgrading, consolidation into upgraded Priority.1 or 2 NCSAs/Es, consolidation into an
' existing plant NCSA for abandoned equipment, or deletion of the NCSA/E as a nonfissile i
l material operation.

in response to this request, USEC committed on August 12,1999, to implement draft procedure l
XP2-EG-NS1037, " Review of Non-Priority 1 and 2 NCSAs/Es," and initiating the review process.
l This procedure contains a robust set of criteria for making the determination of the adequacy of l
the NCSA/E. The NRC requests revision to NCS CAP Subtask 3.3 to document this commitment.
The NRC also requs% that USEC commit to a time frame for final disposition of the 42 l
NCSAs/Es identified for consolidation or deletion utilizing the additional review process.
