NOTICE OF VIOLATION United States Enrichmerd Corporation Docket No. 70-7002 Portsmouth Geseous Diffusion Plant Certificate No. GDP 2 During an NRC inspection conducted from November 3 to November 7,1997, one violation of NRC requironwnts was identified, in accordance with the " General _ Statement of .

Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

1. Technical Safety Requirement 3.4 requires, in part, that the training program shall be l established, implemented, and maintained as described inm ection 6.6 of the Safety Analysis Report.

Section 6.6.1.2 of the Safety Analysis Report requires, in part, that plant procedures, organization training dd. +irei;t, and administrative guides contain training requirements which delmente continuing training for employees.

Procedure XP2-TR-TR1030, " Conduct of Training," requires, in part, that personnel who work under procedures containing nuclear criticality safety approval requirements receive  ;

nuclear criticality safety refresher training every two years.

Contrary to the above, between November 1 and November 6,1997, three first line 1 managers performed work under procedures containing nuclear criticality safety approval requirements and had not received nuclear c.iuce.;;ti refresher training since October 1995 as required by Procedure XP2-TR-TR1030.

Regional Administrator, Region lil, and a copy to the NRC Resident inspector at the Portsmouth Gaseous Diffusion Plant of this Notice, within 30 days of the date of the letter tra,ismitting this -

Notice of Violation (Notice). This reply should be clearty marked as a _" Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results l achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when fuli compliance will be achieved.

Your response may reference or include previously docketed correspondence, if the correspondence adequately addresses the required response. If an adequate reply is not received within the time specified in this Notica, an order or a Demand for Information may be
