INSPECTION REPORT NO. 70-7002/99-202 AND NOTICE OF VIOLATION

Dear Mr. Adkins:

The Nuclear Regu'atory Commission (NRC) conducted a routine and announced inspection of the Portsmouth Gaseous Diffusion Plant's material control and accounting (MC&A) safeguards ,

program on February 22 - 26,1999. The inspection consisted of selective examinations of core l procedures and representative records, interviews with personnel, and observations of activities in progress. At the conclusion of the inspection, the findings were discussed with members of your staff.

Based upon the results of the inspection, the NRC has determined that a violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice), and  !

the circumstances surrounding the violation are described in detailin the enclosed report. This violation is of concern to the NRC because shipper-receiver differences that are statistically significant and exceed 500 grams 2"U on a total shipment basis must be identified, evaluated, and resolved to ensure the potential safeguards risk of material loss, theft, or diversion is I promptly addressed.
