Enclosed is Revision 12 to the Comanche Peak Steam Electric Station (CPSES)

, Units 1 and 2 Inservice Testing Plan (IST) for Pumps and Valves'in the first interval. The Plan is a combined Unit 1/ Unit 2 Plan, implementing the same requirements from the ASME Boiler and Pressure Vessel Code,Section XI,1989 Edition of Section XI (No Addenda) on Units 1 and 2. The effective date of this revision was November 26, 1997, at 11:00 PM CST.

The Attachment provides a detailed description of the changes made by Revision 12 to the Plan in a format identical to that provided for changes to the Final Safety Analysis Report (FSAR). All changes described in the attachment have been evaluated for relative significance (i.e., the group number 1, 2,-3.or 4 corresponds to each change justification as discussed in TV Electric letter TXX 88467 dated June 1, 1988). In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TU

Electric 10CFR50.59 process and found not to include any "unreviewed safety i questions."

, (as amended) Group Descrirition 3- 2 2 Clarifies the text in Section 3.2, " Inservice Valve Testing Plan / Scope," to indicate the testing requirements for thermal relief valves whose only function is to protect systems / components that have a safety function.

Clarification ASME Code Class 2 and 3 pressure relief devices that only protect systems / components that perform a safety function were included in the Inservice Testing (IST) Plan, Revison 8.

Consistent with the philosophy discussed in NUREG/CP-0152 (" Proceedings of the Fourth NRC/ASME Symposium on Valve and Pump Testing " July 15-18,1996, pages 3 D-19 through 31121), these thermal relief valves do not require the two additional valve test following as-found set-pressure 4

determination failures. Ilowever, if performance data indicates that more frequent testing is needed to assure valve function, then the testing frequency should be modified. In lieu to tests, valve replacement may be performed as an alternative to testing. His philosophy only applies to thermal relief valves whs se only function is to protect systems /componci.ts that have a safety function. Rese valves are identi9ed in the Inservice Testing Plan (IST) by haveing a Safety Function Position listing of"N/A". These are the only valves in the IST Plan so marked.

, which it was stated that:

1 "The Licensee has indicated that the valve inservice testing meets the requirements of OM-10.... and that safety and relief valve testing is conducted in accordance with OM-t-1987. ne scope statement in Section 3.2 of the IST program for safety and relief valves does not appear to be consistent with all Class 1,2, and .1 vlaves that provide overpressure protection; however, the applicable valves are included in the program."

De Unit 2 IST PLn was approved in SSER-26 in February 1993 which stated in part:

"The 1989 Edition of ASME Section X1 references Operations and Maintenance (OM) Standards, Parts 6 and 10,1988 Addenda, for the rules of inservice testing of pumps and valves. Additionally, when using OM-10 for inservice testing requirements, OM-1-1987 must be used for safety and relief valves testing (not OM-1 1981). The scope of the safety and relief valves includes Class 1,2 or 3 valves which provide a specific function in shutting down the reactor or mitigating the corsequences of an accident, as first i

stipulated incorporates these requirements."

"ASME/ ANSI Oh! Part i provides requirements for pressure relief devices which are required to perform a specific function in shutting down a reactor or in mitigating the consequences of an accident. Consistent with ASMF/ ANSI OM-1987 interpretation No.1-2 and the FSAR active component classification methodology described above, the CPSES IST Program scope includes those pressure relief devices which themselves perform an active nuclear safety function. TU Electric notes that the referenced NRC safety evaluation for i CPSES Unit 2 reliccts this position (page 2 of Reference 3). The discussion of l IST Program scope in the U..it I safety evaluation should be clarified to reflect this position."

TU Electric is in compliance with the code of record (1989 Edition No Addenda to ASME Section XI). Ilowever, inc!usion of these relief valves brings the IST Plan into compliance with the current NRC/ASME philosophy on the scope of relief valves required in the IST Plan.
