PROTECTION AGAINST MALEVOLENT USE OF VEHICLES AT NUCLEAR POWER PLANTS On June 24, 1993, the Commission met to discuss.SECY-93-166, " Staff Recommendations for Protection Against Malevolent Use of Vehicles at Nuclear Power Plants." Subsequent to that meeting, the Commission directed the staff to proceed with rulemaking to modify the design basis threat for radiological sabotage to include a land vehicle for the transport of personnel,.

hand-carried equipment, and/or explosives. As it is currently being formulated, the rulemaking will address the ability of such'a vehicle to' reach the vital areas of a facility.

In addition, this' proposed rulemaking is applicable only to nuclear power plants with special nuclear material remaining onsite.

This letter forwards SECY-93-166 for your information.

Enclosure (8) to j

SECY-93-166 describes the proposed characteristics of the design basis vehicle (DBV).

Due to that enclosure being designated as Safeguards Information, it -

was not publicly released with SECY-93-166. Although the proposed rule is not i

expected to be published for several months, the characteristics of the DBV are being provided in advance to facilitate more detailed comments on'the proposed rule.

Please note that the DBV is Safeguards Information and should be handled accordingly.
