STAFF POSITION'ON LINER PLATE FOR THE REFUELING CAVITY, FUEL TRANSFER CANAL, AND FUEL TRANSFER TUBE The Auxiliary Systems Branch (ASB) has reviewed the concern discussed in your January 30,1985 memorandum on the liner plate for the refueling cavity, fuel transfer canal, and fuel transfer tube for Comanche Peak. Based on this review and a review of the Standard Review Plan (SRP) and applicable Reg. Guides ASB has detemined that there am no criteria against which the subject liner plate is evaluated. It is not required to be a seismic Category I ~because damage to orloss of the plate would not result in a significant loss of water since j the cavity would withstand the effects ~ of a safe shutdown earthquake (SSE) purpose of the' plate >

SRP Section 3.8.3 contains the criteria used to detemine the acceptability of the. comanche Peak refueling cavity while.SER Section 3.8.2 discusses the staff review andevaluation findings. As noted in both of these documents, the concrete walls of the cavity are of concern s$d not the liner plate.

,SER Section 3.8.3 contains a general discussion on the other seismic Categort I structures such as the transfer tube and its flange. The review against the criteria is the responsibility of the Structural and Geotechnical Engineering Branch.

This effort was coordinated with.the Structural and Geotechnical Engineering Branch, Quality Assurance Branch, and Mechanical Engineering Branch..
