APPLICATION FQR AMENDMENT TO THE OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power ,

Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby l cpplies for an amendment to the Technical Specifications contained in Appendices A and B of this license.

This application for amendment to the FitzPatrick Technical Specifications proposes to revise .ne cpplication to convert the FitzPatrick current Technical Specifications (CTS) to be consistent with the improved Standard Technical Specifications (ISTS) in NUREG-1433, Revision 1, dated April 1995. The proposed revision to the application reflects withdrawal of a proposed license cmendment which was not contained in the original proposal for conversion to ITS, reflect issuance of license amendments 249,250,251 and 252, and reflect submittal of proposed changes to the current Technical Specifications regarding Local Power Range Monitor (LPRM) calibration and Administrative Controls.

The Proposed license amendment request to revise the application to convert the FitzPatrick CTS to the FitzPatrick Improved Technical Specification (ITS) is enclosed with this application.

This was approved for Duane Arnold which also uses thermal-hydraulic stability solution Option 1-D. (Since CTS 3.0.C does not include an intermediate action and time for being in MODE 2, the MODE 2 requirement was added as M1 with the completion time of 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> to be in MODE 2. 3.4.9, DOC L2 - RCS P/T Limits were changed to add a new alternate criteria to allow idle recirc pump (loop) start if the operating loop is >40%

flow or if the idle loop is <40% flow for less than or equal to 30 minutes.

3.5.1, DOC L7 - ECCS-Operating, reduced HPCI and LPCI pump flow rates to SAFER /GESTR-LOCA flow rates.

3.5.2, DOC L5 - ECCS-Shutdown, reduced RHR (LPCI) pump flow rates to SAFER /GESTR-LOCA flow rates as in ITS 3.5.1 for RHR (LPCI) pumps.

5.5, DOC L2 - VFTP (ITS 5.5.8) changed Standby Gas Treatment (SGT) and Control Room Emergency Ventilation Air Supply (CREVAS) system filter testing frorn 6 months (or 12 months) to 24 months consistent with Regulatory Guide 1.52, Revision 2 or the fuel cycle length.
