Dear Sir:

This application for amendment to James A. FitzPatrick (JAF) Nuclear Power Plant Technical Specifications proposes to revise the Allowed Out-of-Service Times for single inoperable Emergency Diesel Generators (EDGs) to accommodate on-line maintenance of the EDGs. In addition, two line item changes are proposed: 1) to improve safety by reducing EDG testing at power (Reference 1); and 2) to revise the AC power requirements during cold shutdown or refueling modes to make the JAF Technical Specifications consistent with the Standard Technical Specifications (Reference 2).
