APPLICATION FOR AMENDMENT TO OPERATING LICENSE The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR 59 for the James A. FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation.
This application for amendment to the James A. FitzPatrick Technical Specifications relocates portions of the
- Reactor Coolant System - Coolant Chemistry" specification 3/4.6.C. from the Technical Specifications to the James A. FitzPatrick Updated Final Safety Analysis Report I.UFSAR) and to applicable plant procedures that are controlled by the 10 CFR 59.59 process. The Technical Specifications for " Coolant Chemistry" contain seccifications for reactor coolant specific activity, conductivity, and chloride concentration.
This amendment will relocate the specifications for reactor coolant conductivity and chloride concentration and retain the specification for reactor coolant specific activity.
The specifications for reactor coolant conductivity and chloride concentration do not meet any of the screening criteria for retention in the Technical Specifications in accordance with the Commission's " Final Policy Statemen. on Technical Specifications improvement for Nuclear Power Plants." Also, the remov el of these specifications is consistent with NUREG-1433, " Standard Technical Spreifications - General Electric Plants, BWR/4."
Attachments I and ll to this application contain the proposed changes to the Technical Specifications and the associated safety evaluation, respectively. A mark-up of the affected Technical Specification pages is included in Attachment Ill. Attachment IV contains a list of the commitments required for implementation.
The FitzPatrick Plant Operations Review Committee and Safety Review Committee have reviewed the proposed amendment. A copy of this application for amendment and the associated attachments are being provided to the designated New York State officials in i
accordance with 10 CFR 50.91.
