Dear Sir:

t This letter submits a supplement to the reference letter regarding proposed changes to the James A. FitzPatrick Technical Specifications concerning the Plant Operating Review Committee (PORC) Membership and i

Review Responsibilities. The change being proposed concerns the procedure review and approval process, specifically the qualifications for the designated technical reviewers. The proposed change modifies the requirements for designated technical reviewers by excluding Sections 4.3.2 and 4.5 of Section 4 of ANSI N18.1-1971 from the list of applicable positions.

Individuals whose positions are described in these two sections may qualify as designated technical reviewers provided they meet the qualifications described in the other portions of ANSI N18.1-1971, Section 4. Technical Specification page 248a, contained in Attachment I, should be used in place of the previously submitted page 248a in the reference letter.

The exclusion of these two sections does not change the evaluation of ~

significant hazards considerations submitted with the original Technical Specification Amendment request. No new commitments are being made by the Authority in this submittal.
