Dear Sir:

l This application for an amendment to the James A. FitzPatrick Technical Specifications i (TS) proposes a change to Table 4.1-2. Specifically, the proposed TS change removes the  !

Local Power Range Monitor (LPRM) signal calibration method from TS Table 4.1-2.

Inclusion of this calibration method in the TS is not required because it does not meet any of the criteria for retention in the TS in accordance with 10 CFR 50.36(c)(2)(ii). In addition, the units for LPRM signal calibration Frequency on TS Table 4.1-2 and the TS Bases regarding LPRM calibration are changed. The above noted changes adopt the applicable provisions of the Standard Technical Specifications (STS) (Reference).

The signed original of the Application for Amendment to the Operating License is enclosed for filing. Attachment I contains the proposed new TS pages and Attachment 11 is the Safety Evaluation for the proposed changes. A markup of the affected TS pages is included as Attachment 111.

A copy of this application and the associated attachments is being provided to the designated New York State officialin accordance with 10 CFR 50.91.
