stabilization activitlen in relation to Section 2.0, Site Stabilization, of TVA's YCN cancellation plans. This document was submitted to the NRC on  ;

October 24, 1985. We understand that this information is necessary for NRC's ,

closure of their remaining comitment for the YCN site.

TVA has completed all of the major site stabilization activities at YCN, with only minor maintenance activities remaining. Activities completed to accomplish this are detailed in the enclosure.

YELLOW CREEK NUCLEAR PLANT (YCN)

SITE STABILIZATION STATUS  ;

Stabilization of the YCN site is complete with only minor maintenance activities to be performed during the remainder of fiscal year 1988, which ends September 30, 1988. permanent plant st.ructures have, in general, been left in their present state of completion, with the exception of the removal  !

of cert in salvageable components in connectio,n with TVA's investment recovery ,_

i program. To provide positive site drainage, modifications have been made to l some structures, including partial or complete coverage with earth backfill. ,

Barriers have been established to prevent unauthorized entry to the remaining  :

structures. Denuded and spoils areas have been recontoured as necessary for  !

slopes and drainageway stability, and revegetated with grass and tree  ;

seedlings.

l Miscellaneous equipment located in the switchyards has been removed.

Remaining concrete foundations have boon left in place. The construction '

holding ponds have been retained and were used to collect site runoff during the stabilization period. The NPDES permit for the YCN site has been terminated. Demolition wastes have been properly disposed of in accordance  ;

with State regulations for solid waste disposal. Toxic and hazardous ,

, materials have been disposed of in accordance with applicable regulations.  ;

Materials located in open storage areas have been either rer.oved or consolidated in connection with TVA's ongoing use of the site as a regional center for materials warehousing and distribution. Many temporary  ;

construction buildings have been removed from the site. 'The disposition of i other surplus buildings not being used for materials storage is on hold l pending a determination by the National Aeronautics and Space Administration '

(NASA) concerning the potential use of the site for their proposed Advanced Solid Rocket Motor (ASRM) facility.
