-permit extensions for the Hartsville A and Yellow Creek Nuclear Plants until September 1, 1987. We stated that this would allow TVA sufficient time to make a final decision regarding the future of.
these nuclear plants. In response to A. Schwencer's letter dated-February 17, 1983 to me on this subject, we are providing the following additional information regarding our cause for deferral and need for extensions.
-Rapid economic growth and low electricity prices led TVA in 1974 to i~ forecast a seven-percent-per-year increase in load for the next ten years. For the same period, national forecasts of the electric-utility industry indicated load growth of 7.7 percent-annually. As you are aware, the energy world of today is fundamentally different than a decade ago when TVA ordered the nuclear units now in a deferral status. The present planning load growth forecast predicts peak loads to increase about~2.5 percent per year from 1981 to l' 2000. Based on this forecast, Hartsville A and Yellow Creek would not be expected to be needed until approximately the mid 1990's.
Based on these considerations, we reiterate our request for construction permit extensions until September 1,1987 to allow TVA to make a final decision (based on load growth / demand) regarding the
[ future of these nuclear units. Fundamental changes which have led ,
to a lower load growth are beyoad TVA's control and are our basis for requesting construction permit extensions under the provisions of 10 CFR 50.55(b).

Denton, Director February 24, 1983 Additionally, we believe that this deferral period is justified from the standpoint that the design of Hartsville Plant A and Yellow Creek Nuclear Plants represents the state of the art in nuclear plants. As stated in my January 21 letter to you, we have established a tracking system to monitor NRC requirements and concerns on these plants. If a decision is made to restart construction on either Hartsville A or Yellow Creek, these items will be addressed at that time.
