i As required by Criterion V of Appendix B to 10 CFR 50 and as implemented by TVA Topical Report TVA-TR75-1A, Section 17.1A.5, " Activities af fecting quality shall be prescribed by documented instructions, procedures, or drawings. . .and shall be accomplished in accordance with these instruc-tions, procedures, or drawings." Receiving, Inspection, Storage, and Preventive Maintenance Instruction M-121, Revision 0, requires that space heaters on the safety-related chemical and volume control system -

(CVCS) charging pumps be energized at all times.

Contrary to the above, on December 12, 1979, the six CVCS charging pumps in storage at Warehouse A had neither power applied to their space heaters nor arrangements for providing power to the space heaters.

Corrective Action Taken and Results Achieved Quality Control Inspection Report (QCIR) 12499 was issued to document this deficiency. The motors were then relocated to another area within the B-level storage in Warehouse A which had provisions for supplying power.

The heaters were then connected and energized. The motors, in accordance with manufacturer's instructions, will be meggered before they are placed into final operation. This will locate any damage which may have been incurred.

Steps Taken to Avoid Recurrence To preclude recurrence of this problem, the Materials Services Unit (MSU) will review the Receiving, Inspection, Storage, and Preventive Maintenance Instructions for the applicable storage requirements as received items are placed into the preventive maintenance program. Additionally, the MSU will review manufacturer's instructions and note any instructions affixed to equipment.

Date of Full Compliance Full compliance was achieved on December 27, 1979.
