-Revised fuel load dates for Hartsville Unit A1, Unit A2, and Phipps Bend Unit.1, and Yellow Creek Unit 1 have resulted in construction slowdowns at Hartsville and Yellow Creek, and cessation of construction activities at Phipps Bend at the present time.

(See enclosed copy of my letter to you dated August 14, 1981.)

As a result of these conditions,-the environmental construction noise monitoring procedures for Hartsville and Yellow Creek are being revised, and environmental construction noise monitoring at Phipps Bend is being terminated. Upon resumption of construction activity at Phipps Bend, noise monitoring will'be reinitiated with revised procedures identical.

to those at Hartsville and Yellow Creek.

Also enclosed is a report which covers a program history of environmental construction noise monitoring at Phipps Bend, Hartsville, and Yellow Creek Nuclear Plants; the revised program of monitoring to be followed at these facilities; and instrumentation to be used.

ENCLOSURE CONSTRUCTION NOISE MONITORING AT HARTSVILLE, PHIPPS BEND, AND YELLOW CREEK NUCLEAR PLANTS 4

' PROGRAM HISTORY Current Program Daily monitoring started March 3, 1977, at Hartsville; March 14, 1978, at Yellow Creek;:and station 3 started January 16,_1979, at Phipps Bend.

The attached figures show the monthly day-night level (L as:

dn the average day during the month. The level peaks in the average day

-curve that occur in the fall of.each year (Hartsville and Phipps Bend) are probably caused by insect and bird noise. Except for these peaks, the average level is well below the 65 dB recommended by Housing and Urban Development, Environmental Protection Agency, Department of Transportation, and Department of Defense in the June 1980 document, " Guidelines for.

Considering Noise in Land Use Planning and Control," released by the Federal Interagency Committee on Urban Noise. Indeed, Phipps Bend, which has the most public complaints, shows the lowest average level; for 1979 the yearly average L was 54dB, 53 dB for '1980, and 53 dB for 1981.

Conversely,YellowCNeek,whichhasthehighestyearly' average (61dBin 1978 and 19879, 64 dB in 1980, and 63 dB in 1981) has had no complaints since Salem Church was noise-proofed. Further, our records and the experience of acoustical professionals in the literature tend to indicate that it is the intermittent noise that stands out'from the general back-ground noise, which is the cause of public annoyance and complaints.

Our present monitoring system takes an instantaneous sample at 20-second intervals and thus is prone to missing short-term noises regardless of level.

2 Publ'io Complaints-Allithree construction sites-have had complaints of_ excessive noiselby-

community residents. Salem Church,'near Yellow Creek, initiated a complaint'about~ April 1978.- Extensive noise treatment was applied to s

the church and no further complaints: ensued.

At Hartsville, a. Mr. Beasley filed a complaint in ' March 1979. He was annoyed at the' shift siren and at the paging system. Their use-was changed and_the complaints have stopped.:

-At Phipps Bend, a Frazier family filed'a complaint in: June 1978, and a Patterson family filed another complaint in August'1979 The Frazier's property was purchased by TVA, and the Patterson's complaint was determined to be spurious.

Summary The: general trend at all sites is toward lower noise levels. There is a considerable body of data from which to estimate seasonal noise variation.

-The.public complaints have been resolved and no new ones are foreseen.

Considering these facts, it was determined that TVA's commitment for continuous monitoring had been discharged and that.the revised program will be initiated.

p Revised Program The revised program will consist of:

Routine perimeter surveys using up to 12 monitoring stations that would monitor continuously for a 48-hour period. These routine surveys would occur at 6-month intervals.

Reaction-type surveys would be performed when triggered either by a change in activity that was suspected to cause either a 5'dB increase in L or by a chang's in activity that was suspected to generate noise that Dould exceed the acceptable community noise criterion.

Reaction-type surveys would be performed in response to, and in mitigation of, any~public complaint about-intrusive noise.
