Update on Pennsylvania's Outstanding Deficiencies Pesulting frm the Susquehanna Steam Electric Station Exercise on May 1, 1985 This is in response to your request at the FFJiA/NRC Steering Cmmittee meeting on January 30, 1986, and a request frm Dave Matthews to Megs Hepler, of my staff, regarding the status of the deficiencies identified at the May 1, 1985, offsite radiological emergency preparedness exercise at the Susquehanna Steam Electric Station. ~ " ' '

'Ihe two deficiencies which were identified and remain uncorrected at this time are:

1. Fishing Creek Township did not participate in the exercise. Township officials must demonstrate their capability to protect the health and safety of the public.
2. Upon receiving the Governor's protective action decision frm the Pennsylvania Emergency Management Agency (PLNA), Columbia County officials informed the risk municipalities of the time for siren and EBS activation, but failed to advise them to evacuate.

'Ihe county should take the necessary measures to ensure that protective action information is accurately and rapidly transmitted to municipal EOCs.

FD1A has been advised that plan revisions to address the deficiencies would be subnitted. However, to date these revisions have not been fortheming.

In a letter dated July 26, 1985, fr m Paul Giordano, Regional Director, FEMA Region III, to John L. Patten, Director, PEMA, a remedial exercise was requested. (A copy of this correspondence as well as the May 1, 19854, Exercise Report was sent to you on August 22, 1985.)

l Subsequently, a remedial exercise was scheduled by PDR for December 4,_1985,

! and later rescheduled for December 17, 1985. This remedial exercise was then -

cancelled by PD% and postponed for an indefinite period. Tb date, a remedial

exercise has not been rescheduled.and there has not been any indication that one will be scheduled in the near future.
