SUBJECT:

Evaluation of Offsite Emergency Preparedness for the Susquehanna Steam Electric Station Attached is a copy of the Exercise Evaluation Report of the Radiological Emergency Exercise conducted on March 23, 1983, for the Susquehanna Steam Electric Station. Participants in the exercise included the Commonwealth of Pennsylvania, Columbia and Luzerne Countie; which are located in the plume exposure emergency planning zone, and twelve of the twenty-seven municipalities located in the two counties.

The Commonwealth of Pennsylvania, the Counties of Columbia and Luzerne, and the twelve participating municipalities demonstrated, through their participation in this exercise, an adequate capability to protect the health and safety of the general public in the event of a radiological accident at the Susquehanna Steam Electric Station.

Deficiencies in four areas were cited that will require a schedule of corrective actions. They involve communications equipment and procedures, coordination and information exchange between the county and municipal EOC's, municipal EOC operations, and activation and operations of access and traffic control points.

The State has been given an extension to the end of June to furnish a schedule for correction of the deficiencies which will then be reviewed for adequacy by Region III.

Schedule of Corrections A copy of this report has been sent to the Acting Director of the Pennsylvania Emergency Management Agency. We have requested the State to provide a schedule for the correction of the Major Deficiencies by May 31, 1983.

Evaluation Report for the Susquehanna REP Exercise Attached is the FEMA /RAC Region III Exercise Evaluation Report for the March 23, 1983 Susquehanna REP exercise. My conclusion as to adequacy is at the end of the Executive Summary. A copy of the report has been sent to the Acting Director of the Pennsylvania Emergency Management Agency, and we have requested that the State provide us with a schedule for' correcting the Major Deficiencies by May 31, 1983.
