Dear Mr. Hendrie:

The provisions of the amended Archeological and Historic Preservation Act j

(Public Law 93-291) place =ajor responsibility for the professional overviev and coordination of all Federal agency archeological data recovery activities on the Secretary of the Interior. UnderMEAEt',7he Secretary is required to subtit an annual report to Congress on the scope and effectiveness of the historic preservation progran. Reports on these activities for FY 1975, FY 1976, and FY 1977-78 have been prepared and distributed to Congress.

The Heritage Conservation and Recreation Service's (HCRS) Interagency Archeological Services Division, which administers the Interagency Archeological Program, is responsible for preparing the report. HCRS coordinates and reports on the nationwide Federal archeological investigation ~s program in order to provide for comprehensive archeological resources planning. The objective of this oversight is to achieve greater resource protection and preservation, and cost-effectiveness during project planning.

Although agencies are required to provide this infor=ation to the Secretary under sections 3(a) and 4(a) of the Act, in previous years we have had to request the information from agencies on their archeological activities. . So that we =ay prepare the FY 1979 report in a timely manner, we are requesting that you supply us with infor=ation on your FY 1979 activities. We have i

prepared a short questionnaire for your use in assembling and transmitting data to us. The General Services Administration / National Archives and Records-Service (GSA/NARS) has approved the questionnaire and assigned it interagency

report number DOI-AN-0236. Please co=plete one questionnaire for each project j conducted. On page 2 is a space to indicate under what legal authorities archeological work was conducted. Because ve intend to use a similar

questionnaire for=at in subsequent years for collecting information on Federal agency archeological work, we vould appreciate any comments and suggestions you my have on the usefulness of the prepared questionnaire.

GSA/NARS approved the questionnaire to request the needed information based on

our estimate of costs incurred to prepare the report. While ve can calculate HCRS's costs, we do not presume to accurately determine other agency costs to
gather and transnit infor ation to us. In consulting with GSA/NARS, we have m

2 agreed to request from all agencies actual costs incurred to supply us with the needed information. :n an effort to keep other agency costs at a ninimun, and to provide a basis for determining actual costs, the questionnaire was p rep are d. We therefore vculd appreciate your calculating the actual cost incurred by your agency in collecting and transtitting the data to us. GSA Optional Form 101 is included for your use in calculating expenses. Direct personnel costs should be co:puted using the standard figure of $10 per hour per person.

We are requesting that all agencies provide us with the cost information, even if it did not conduct any archeological investigations. This vill enable us to accurately calculate the total costs of preparing the report to Congress.

Once this cost data is available, we vill provide it to GSA/ITAR3.
