o WR I 5 1984 MEMORANDUM FOR: Edward L. JUrdan Director Division of Emergency Preparedneas and Engineering Response Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission FROM:
R
"'~
Assistant Associate Director Office of Natural and Technological Hazards Programs
SUBJECT:
Request for Exemption from Annual Radiological Emergency Preparedness Exercise for the State of Pennsylvania and Local Governments Around the Susqueh:::: Power Plant On January 10, 1984 the Federal Emergency Management Agency (FEMA)
Region III held a meeting to adjust the exercise schedule of Region III to comply with FEMA's rule, 44 CFR 350.
As a result of this meeting, the Commonwealth of Pennsylvania has indicated that they wish to change to a biennial frequency for radiological emergency preparedness exercises at the Susquehanna Power Plant.
l We have advised FEMA Region III that since the Commonwealth of Pennsylvania j
and local governments within the 10-mile Emergency Planning Zone of the l
Susquehanna Power Plant are eligible to go to a biennial exercise frequency in accordance with 44 CFR 350, they are excused from participation in the annual exercise scheduled for April 1984. We would, therefore, support a Nuclear Regulatory Commission exemption from the 10 CFR 50, Appendix E, Section IV F.1., annual exercise requirement for State and local governments in this instance in the event such an exemption is requested by the Pennsylvania Power and Light Company, the licensee of the Susquehanna Power Plant.
Please let us know of your decision in this matter.
