e i ADMINISTRATIVE CONTROLS 6.1 RESPONSIBILITY .

6.1.1 The Manager, Callaway Plant, shall be responsible for overall unit operation and shall delegate in writing the succession to this responsibility during his absence.

The onsite and offsite organization shall include the positions for activities affecting the safety of the nuclear power plant.

Lines of authority, responsibility and communication shall be established and defined for the highest management levels through intemediate levels to and including all operating organization positions. These relationships shall be documented and updated, as appropriate, in the fonn of organizational charts, functional descriptions of departmental responsibilities and relationships, and job descriptions for key personnel positions, or equivalent fonns of documentation. These requirements shall be documented in the FSAR and updated in accordance with 10 CFR 50.71(e).
b. The Manager, Callaway Plant.shall' have responsibility for overall unit safe operation and shall have control over those onsite activities necessary for safe operation and maintenance of the PI* ce. Presidoit ud Chief Nddeu bikcu_,.)

d. Thelndividuals who train the operating staff and those who carry out the health physics and quality assurance functions may report to the appropriate onsite manager; however, they shall have sufficient organizat'onal freedom to ensure their independence from operating pressures.

d. Individdals responsible for reviews performed in accordance with Specifications 6.5.3.la., 6.5.3.lb., and f>.5.3.lc., shall be members of the management staff previously designated by the Manager, ,

Operations Support. Each such review shall include a determination i of whether or not additional, cross-disciplinary, review is necessary. If deemed necessary, such review shall be performed by qualified personnel of the appropriate discipline;

! e. Each review shall include a determination of whether or not an I unreviewed safety question is involved. Pursuant to Section 50.59, i 10 CFR, NRC approval of items involving unreviewed safety questions l shall be obtained prior to the Manager, Callaway Plant, approval for implementation; and

f. The Plant Security Plan and Radiological Emergency Response Plan, i

and implementing procedures, shall be reviewed at least once per l

6.8 PROCEDURES AND PROGRAMS 6.8.1 Written procedures shall be established, implemented, and maintained covering the activities referenced below;

a. The applicable procedures recommended in Appendix A, of Regulatory Guide 1.33, Revision 2, February 1978;
b. The emergency operating procedures required to implement the requirements of NUREG-0737 and Supplement I to NUREG-0737 as stated in Section 7.1 of Generic Letter No. 82-33; l
c. Plant Security Plan implementation;
d. Radiological Emergency Response Plan implementation;
e. PROCESS CONTROL PROGRAM implementation,
f. OFFSITE DOSE CALCULATION MANUAL implementation,
g. Quality Assurance Program implementation for effluent and environmental monitoring, and
h. Fire Protection Program implementation.

SIGNIFICANT HAZARDS EVALUATION l l l PROPOSED CHANGE This amendment application revises Section 6, Administrative Controls, of the Technical Specifications.

The change proposes to revise the Technical Specifications 6.2.1.c,6.6.1.b,6.7.1.a.

and 6.7.1.c, to reflect an organizational change in support of an executive title change and a retirement.

l l Specifically, the title of Senior Vice-President, Nuclear is replaced by the title, Vice-President and Chief Nuclear Officer. Other than title designation, the position remains l unchanged in the Union Electric management structure. The same staff that reported to the  ;

Senior Vice-President, Nuclear will report to the Vice-President and Chief Nuclear Officer.

The Vice-President and Chief Nuclear Officer will report to the President and Chief Executive Officer of Union Electric Company as did the Senior Vice-President, Nuclear.

There will be no reduction in the level of management oversight in the operation of Callaway Plant. The Vice-President and Chief Nuclear Officer will have corporate l responsibility for overall plant safety. He has the authority to take all measures needed to  !

ensure acceptable performance of the staff in operating, maintaining, and providing technical l support for nuclear safety.

l Changes to other licensing documents are being processed to reflect this title and organization change. The Callaway Final Safety Analysis Report (FSAR) is being updated under the provisions of 10 CFR 50.59 and 50.71(e). The Operating Quality Assurance

Manual is being updated under the provisions of 10 CFR 50.54(a) and 50.71(e). The Security l Plan is being updated under the provisions of 10 CFR 50.54(p). The Radiological Emergency l Response Plan is being updated under the provisions of 10 CFR 50.54(q). Each of these documents is being revised under the provisions in the applicable regulation which do not require prior NRC approval.

1 EVALUATION The proposed change does not involve a significant hazards consideration because j operation of Callaway Plant in accordance with these changes would not:

This proposed change does not involve any hardware or design changes, plant procedures, or administrative changes, other than a revision of title designation in documentation. Within the Union Electric organizational structure, the chain of authority and reporting to the Senior Vice-President, Nuclear remains unchanged, and is now aligned to the l Vice-President and Chief Nuclear Officer. The position of Vice-President and Chief Nuclear Officer now reports to the same management level as the previous title, Senior Vice-President, Nuclear. This change has no impact on the probability or consequences of accidents previously evaluated in the Final Safety Report (FSAR).

! This proposed change does not involve any hardware or design changes, plant procedures, or administrative changes, other than a revision of title designation in documentation. Within the Union Electric organizational structure, the chain of authority and reporting to the Senior Vice-President, Nuclear remains unchanged, and is now aligned to the l

Vice-President and Chief Nuclear Officer. In mldition, the position of Vice-President and Chief Nuclear OfDeer now reports to the same management level as the previous title Senior Vice-President, Nuclear. No new or different kind of accident is introduced by this purely administrative change to revise documentation to reflect current organizational titles.

(3) Involve a significant reduction in a margin of safety.

The safety margins of the Technical Specifications are based on the actual plant design and are unaffected by this purely administrative change. This change merely updates the Technical Specifications to reflect the current organizational title for senior management of the Callaway Plant, and within the organizational structure of Union Electric. This change does not involve a significant reduction in a margin of safety.

CONCLUSION Based upon the preceding information, it has been determined that the proposed change to the Technical Specifications does not involve an increase in the probability or possibility of a new or different kind of accident from any accident previously evaluated, or involve a significant reduction in a margin of safety. Therefore, it is concluded that the proposed

, change meets the requirements of 10 CFR 50.92(c) and does not involve a significant hazards

consideration.

ENVIRONMENTAL CONSIDERATION PROPOSED CHANGE This amendment application revises Section 6, Administrative Controls, of the Technical Specifications.

The change proposes to revise the Technical Specifications 6.1.2, 6.2.1.c, 6.6.1.b, 6.7.1.a, and 6.7.1.c, to reflect an organizational change in support of an executive title change and a retirement.

EVALUATION l The proposed amendment involves changes that are purely administrative in nature and involve revising documents to reflect an organization title change. Union Electric has determined that the proposed amendment does not involve:

(1) A significant hazard consideration, as discussed in Attachment 2 of this amendment application.

(2) A significant change in the types or significant increase in the amounts of any l effluents that may be related offsite.

(3) A significant increase in individual or cumulative occupational radiation exposure.

i Accordingly, the proposed amendment meets the eligibility criteria for categorical

! exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with issuance of this amendment.
