PURPOSE AND SCOPE The purpose of this procedure is to verify the operation of the circuit breaker tripping and closing control. It WILL demonstrate that all protective and control relays as well as interlocks and interconnections are functional in the opening and closing of the circuit breaker.

3. . NOTES AND PRECAUTIONS 1

3.1 125 VDC and 120 VAC control voltages WILL be present during the l performance of this procedure. Exercise appropriate caution. i I 3.2 Report any problem or deficienci:s found during the performance of this procedure to the System Relay Services Foreman / Supervisor for corrective action. If a component is found to be defective or inoperative, performance of the procedure can be continued and completed as long as j some form of corrective action, such as a Work Request (WR) or Request for Resolution (RFR), is initiated. Note any problems or deficiencies on the work authorization document along with the corrective action taken. 3.3 Resolve all problems or deficiencies noted during the performance of this procedure before the equipment is retumed to service. l i 3.4 Unless otherwise specified, the order or sequence of the individual steps of Section 6.0 is not mandatory provided that all steps are either l completed or waived prior to restoration and that the intent of the l procedure is not altered. The satisfactory completion of any step is not a i ! prerequisite to the performance of a succeeding step. l l 3.5 Temporary modifications made during the performance of this procedure l can remain in effect as long as the testing under the procedure is being actively performed. If at some time prior to completion, testing under l l this procedure is terminated, any existing temporary modifications WILL be either restored or the administrative control for unrestored temporary modifications WILL be transferred to the Temporary Modifications Log l per APA-ZZ-00605. 3.6 If, in the performance of this procedure, it becomes necessary to remove three (3) or more wires from any component in a safety related system, a l Quality Control Inspector should verify both the removal and j retermination. Notify Quality Control before removal. 3.7 Due to plant changes or to other work activities in progress during the performance of this procedure,it may be necessary to simulate plant conditions which are not specifically covered or stated in this procedure to accomplish a step in the procedure; that is, to lift wires, open test l switches, fiber contacts, pull fuses, etc. Caution MUST be exercised to determine the effect of any such action on the equipment under test and related equipment prior to the perfonnance. The performance of such an l action MUST be noted on Attachment 1, Verification Data Sheet, along with the restoration and independent verification. 2-

MPE-ZZ-QY128 Rev. 008 3.8 Only those relay testing activities which are within the skill of the craft and within the jurisdictional boundaries of both the craft and the work authorization document should be performed during this procedure. 3.9 The performance of all steps of this procedure may not be required due to their prior performance in other plant test or surveillance procedures. alarm WILL sound each time a protective device is I

actuated. Silence the alarm and clear the annunciator window by pressing the " Acknowledge" button followed by the " RESET" button at engine gauge panel l KJ122. I

6.1 Disable the diesel generator shutdown relay tripping by disconnecting . and taping wire P2 from terminal block TM1 terminal 6 at engine gauge panel KJ122. i

              /   6.2      Disable the undervoltage alarm by disconnecting and taping the wire from Device 127-2/DG terminal 1 at NE106.

_ _/ 6.3 Verify that diesel generator local emergency start relays ESA and ESB at engine gauge panel KJ122 are de-energized. i

               /  6.4      Verify that computer point NBZ0009A indicates DG 2 BKR RKOUT.
               /  6.5      Verify that annunciator window F021, NB02 BKR NOT OPERABLE, at

RK016 is lit.

              /   6.6      Verify that the DG NE02 BKR NB0211 amber light (row 9, column 18),

at status pane! SA066Y is lit. l

               /  6.7      Place circuit breaker 152NB0211 in the TEST position.                    j 6.8      Verify the following indications at the main control board RL015:
               /  6.8.1    Control switch NEHIS26 green lamp is lit.
               /  6.8.2    Control switch NEHIS26 red lamp is out.
               /  6.8.3    Control switch NEHIS26 amber lamp is out.

6.9 Verify the following indications at NB0211:

               /

6.9.1 White lampis lit.

               /  6.9.2    Green lamp islit.
               /  6.9.3    Red Iamp is out.

              /    6.10.1     Blue lamp for Device 186-1/DG islit.
              /'   6.10.2     Blue lamp for device 186-2/DG is lit.
              /    6.11     ' Momentarily turn the local control switch at NB0211 to the CLOSE position and verify that circuit breaker 152NB0211 closed.

6.12 Verify the following indications at the main control board RL015:

              /    6.12.1     Control switch NEHIS26 green lamp is out.
              /    6.12.2     Control switch NEHIS26 red lamp is lit.
/ 6.12.3 Control switch NEHIS26 amber lamp is out.
              /    6.13       Verify that computer point NEQ0018 indicates DO NE02 FDR BKR CLOSD.

l 6.14 Verify the following at NB0211:

              /    6.14.1     White lampislit.
              /    6.14.2     Green lamp is out.
              /    6.14.3     Red lamp is lit.

              /    6.14.4     Using a multimeter, verify that Device 152 STA. contact 3-4 is OPLW (125 VDC may be present).                                             l

6.14.5 Using a multimeter, verify that Device 152 STA. contact 5-6 is CLOSED (125 VDC may be present).

               /

6.14.6 Using a multimeter, verify that Device 152 STA. contact 7-8 is OPEN  ; (125 VDC may be present).

               /   6.14.7     Using a multimeter, verify that Device 152 STA. contact 9-10 is CLOSED (125 VDC may be present).
               /   6.14.8     Using a multimeter, verify that Device 152 STA. contact 11-12 is OPEN i (125 VDC may be present).
               /   6.14.9     Using a multimeter, verify that Device 152 STA. contact 15-16 is OPEN

6.15 Momentarily tum the local control switch at NB0211 to the TRIP position and verify that circuit breaker 152NB0211 tripped.

            /    6.16    Verify that computer point NEQ0018 indicates DG NE02 FDR BKR TRIPD.

6.17 Verify the following at NB0211: l

            /    6.17.1  Using a multimeter, verify that Device 152 STA. contact 3-4 is CLOSED     j (125 VDC may be present).
            /

6.17.2 Using a multimeter, verify that Device 152 STA. contact 5-6 is OPEN (125 VDC may be present).

            /    6.17.3  Using a multimeter, verify that Device 152 STA. contact 7-8 is CLOSED (125 VDC may be present).
            /    6.17.4  Using a multimeter, verify that Device 152 STA. contact 9-10 is OPEN (125 VDC may be present).

6.17.5 Using a multimeter, verify that Device 152 STA. contact i 1-12 is CLOSED (125 VDC may be present).

            /    6.17.6  Using a multimeter, verify that Device 152 STA. contact 15-16 is CLOSED (125 VDC may be present).                                            l
            /    6.17.7  Using a multimeter, verify that Device 152 STA. contact 17-18 is OPEN (125 VDC may be present).
            /    6.17.8  Using a multimeter, verify that Device 152 STA. contact 21-22 is OPEN       ,

             /   6.18    Simulate the diesel generator up to speed by connecting a test jumper from terminal block TV1 terminal 9 to terminal 10 at engine gauge panel KJ122.                                                                     ;

6.18.1 Verify that white lamp ZL-31 FREQ at RLO15 is lit.

             /   6.19    Simulate the diesel generator voltage normal by connecting a test jumper from Device 127-1/DG tenninal 1 to terminal 2 at NE106.
             /

6.19.1 Verify that white lamp ZL-30 VOLT at RL015 is lit.  !

             /__ 6.20    Place the Master Transfer Switch KJHS109 at panel NE106 in the LOCAL / MAN. position.
             /   6.21     Using an insulating fiber, block open Device 186/F contact 7-7C at NB0212.

              /    6.22    Using an insulating fiber, bkck open Device 186/F contact 7-7C at NB0209.

6.23 Determine whether circuit breaker 152NB02 a is open. If not, connect a test jumper to Device 152 STA. contact 3-4 at NB0212.

              /               Jumper placed 6.24    Determine whether circuit breaker 152NB0209 is open. If not, connect a testjumper to Device 152 STA. contact 3-4 at NB0209.

              /    6.24.1   Using a multimeter, connected as a DC voltmeter to Device 102/DG terminals 9 and 8 respectively, verify no voltage across the coil of Device 102/DG at NEl%.
              /    6.25     Remove the insulating fiber imm Device 186/F contact 7 7C at NB0212 placed in step 6.21.
              /    6.25.1   Using a multimeter, connected as a DC voltmeter to Device 102/DG          )

terminals 9 and 8 respectively, verify no voltage across the coil of Device 102/DG at NE106.

              /    6.26     Remove the insulating fiber &om Device 186/F contact 7-7C at NB0209 placed in step 6.22.
               /   6.26.1   Using a multimeter, connected as a DC voltmeter to Device 102/DG terminals 9 and 8 respectively, verify approximately 125 VDC across the coil of Device 102/DG at NE106.
               /

6.26.2 Verify that circuit breaker 152NB0211 did not close. l

               /

6.27 Place control switch NEHIS26 at RL015 in the PULL TO LOCK position. 4

               /   6.27.1   Using a multimeter, connected as a DC voltmeter to Device 102/DG terminals 9 and 8 respectively, verify no voltage across the coil of Device 102/DG at NE106.
               /   6.28     Place control switch NEHIS26 at RL015 in the AFTER TRIP-AFTER CLOSE position.
               /
6.29 Place the Master Transfer switch KJHS109 at panel NE106 in the AUTO position and verify that circuit breaker 152NB0211 closed.

6.35 Remove the testjumper from Device 152 STA. contact 3-4 at NB0212 placed in step 6.23,if applicable.

6.39 Open Device 186/fS2 (Test Switch #2) switches A, B, C, D and E at NE106. 6.40 Determine whether circuit breaker 152NB0209 is open. If not, remove l and tape the wire from Device 152 STA. contact 22 at NB0209.

6.45.5 Using a multimeter, verify that Device 186-1/DG contact 2-2C is OPEN (125 VDC may be present).

6.45.6 Using a multimeter, verify that Device 186-1/DG contact 3-3C is OPEN (125 VDC may be present).

6.45.7 Using a multimeter, verify that Device 186-1/DG contact 4-4C is OPEN (125 VDC may be present).

                 /

6.45.8 Using a multimeter, verify that Device 186-1/DG contact 9-9C is CLOSED (125 VDC may be present).

                 /

6.45.9 Using a multimeter, verify that Device 186-l/DG contact 10-10C is CLOSED (125 VDC may be present).

                 /

6.45.10 Using a multimeter, verify that Device 186-1/DG contact 12-12C is CLOSED (125 VDC may be present).

                /_      6.45.11 Using a multimeter, verify that Device 186-1/DG contact 13-13C is CLOSED (125 VDC may be present).
                /       6.46    Press and hold handswitch NEHS26 at NE106.
                /

6.46.1 Manually operate and hold the VHZ unit of the 124/DG Relay at Panel NE106.

                /

6.46.2 Verify that the STU-l TU unit operated after approximately 3 seconds.

                /

6.46.3 Verify that device 186-1/DG at NE106 did not operate.

                /

6.46.4 Release handswitch NEHS26 at NE106.

               /

6.46.5 Verify that Device 186-1/DG at NE106 operated.

               /

6.46.6 Verify that 124/DG target dropped.

               /

6.46.7 Release the VHZ unit of the 124/DG Relay.

6.48 Press and hold hand switch NEHS26, GENERATOR PROTECTION ' BYPASS SWITCH, at NE106. .

6.49 Simulate a differential relay operation by momentarily connecting a test jumper from Device 187/DG terminal I to terminal 10 at NE106.

6.49.1 Verify that Device 186-1/DG at NE106 operated.

           /

1. PURPOSE AND SCOPE To verify the proper operation of the Motor Driven Aux Feedwater Pump start inhibit circuitry on a simulated loss of vital A/C bus voltage (NB01). This test will verify that the LSELS circuitry will initiate a 50 second time delay (Relay No. AL62RP330TDD ALI) that inhibits the

, MDAFP (DPALOI A) from starting on an Aux Feedwater Actuation j Signal (AFAS).

2. ACCEPTANCE CRITERIA e All required relay contact conditions are met as described in this procedure.
  • Time delay relay AL62RP330TDDALI actuates in 5012.5 seconds.
3. NOTES AND PRECAUTIONS e ESW Pump DPEF01 A will receive a trip signal, and SHALL be declared inoperable.
                                  . The "A" Train of LSELS SHALL be declared inoperable during the performance of this procedure due to this test defeating the NB01 Main Feeder Breaker (NB0112) loss of voltage trip function.
  • The "A" MDAFP (DPALOI A) SHALL be declared inoperable during the performance of this procedure due to this test defeating the auto start function on an AFAS.

                                      ' conducted prior to the start of this procedure.

l e Compensatory Actions, If an actual 2/4 UV or Degraded Voltage l signal were to occur during the test perform the following:

1. Manually open the NB01 Bus normal Feeder Breaker
2. Remove power supply from Kl 202, and reland wire to terminal 6.
                                   . The ShiA Supervisor has given permission to conduct this test procedure.
  • Service water supplying both ESW tra'ms.
                                   . B ESW Pump, B MDAFP, and the TDAFP SHALL be OPERABLE.
                                   . An IAC brief will be conducted by the Test Engineer.
                                   . QC Termination Verification required.
5. TEST EOUIPMENT e Portable 48-vde isolating power supply, capable of carrying a 1 amp load.
                                   . Simpson 260 Voltmeter
                                   . Digital Multimeter, Keithley 197A or equivalent.
  • Stopwatch, calibrated.
                                   . Test leads for meters and power supply.                               l
6. PROCEDURE CAUTION.: Care must be taken not to short the lifted wire in Step 6.1 Shorting of this wire could cause the NB01 Bus Normal Feeder Breaker to trip. ,

t  ! 6.1 At NF039C "A" train lift field wire (INBB12AG, black) landed on TB2 point 10 and tape. This disables NB01 MN Feeder Breaker (NB0112) loss of voltage trip function fro LSELS. This disables automatic load shed capability of the "A" ESW Pump and the l AFAS inhibit for the "A" MDAFP.

6.3 Connect the DEENERGIZED portable 48-volt de power supply to relay l K1102. The positive lead goes to pin 6 and the negative lead goes to pin 7. Performer: b . /1[//9 7 Initial / Date Ind. Verfication: .d/ ' /_ 'F+M/ Initial / Cate I 6.4 At SA036A, Connect a Digital Multimeter (NOTE: Set on the 200vdc range) between tenninals 8 and 9 on TB 3. This will monitor the 50 second AFAS inhibit circuit from time delay relay AL62RP330TDDALI. Performer: h /12 / 7 Initial / Date 4 Ind. Verfication: ,f/4 / 9 /48/ 7 Initial / Date I NOTE: The next Step will generate a TRIP signal to the "A" ESW Pump if running. 6.5 Energize LSELS relay K1102 with 48 vde from the temporary power supply and verify proper operation of relay K1102 and relay AL62RP330TDDALI by observing the DMM installed at SA036A for the following change in indication:

  • Prior to energizing K1102 the DMM should indicate the presence of 125 vdc.
                                      . After K1102 is energized the 125 vde indication should go to 0 vdc and stay.
