ULNRC-03625 Attachment 2 Page 1 of 4 SIGNIFICANT HAZARDS EVALUATION INTRODUCTION This proposed amendment requests a revision to Technical Specification (TS) 3/4.3.2 " Engineered Safety Features Actuation System Instrumentation. Table 3.3-3, Functional Units 4.b 2 and 5.a.2 are revised by: 1) making the number of Main Steam and Feedwater Isolation System (MSFIS) channels (programmable logic controllers or PLCs) consistent with the requirements for the Solid State Protection System (SSPS), 2) the addition of the +++ note to the Total No. of Chanr.els and Minimum Channels Operable columns and to the Table Notation section, and 3) deleting Action Statements 27a and 34a.

These Action Statements are replaced with existing Action Statements 27 and 34.

Table 4.3-2, Functional Units 4.b and 5.a are revised by changing the slave relay quarterly surveillance to a quarterly actuation logic test for the MSFIS actuation and relays, initiated from the SSPS slave relays.

BACKGROUND The MSFIS consists of three redundant programmable logic controllers in each of two separate trains arranged in a two-out-of-three voting configuration for each train. Union Electric replaced existing fixed logic portions of the MSFIS with programmable digital processor equipment (Amendment #117 dated October 1, 1996). With that change, Functional Units 4.b.2 and 5.a.2 were added to the TS. The intent of the TS change was to add requirements for MSFIS similar to those of the SSPS.

The NRC staff reviewed the TS changes and determined that the actions were consistent with the previous Callaway TS and the Westinghouse Standard TS and concluded that there was no reduction in the level of protection from that which the existing TS provides. The previous TS actions were based upon the number of OPERABLE SSPS trains.

However, after implementing the changes, we determined that the nomeclature used in Table 3.3-3 (channel versus train) was misleading and confusing. In addition, the quarterly slave ~ relay surveillance added by Amendment #117 actually tests the PLC logic and is initiated from the SSPS slave relays. Therefore, these changes remove the confusion

associated with the logic surveillance and the number of required operable channels.

PROPOSED CRANGES Table 3.3-3, Functional Units 4.b.2 and 5.a.2 are revised by:

1) making the number of MSFIS channels consistent with the requirements for the SSPS. These changes are required because the current TS require immediate entry into ,

Specification 3.0.3 with both of the required PLCs per train .

inoperable (be in Hot Standby within 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br />). These changes are-acceptable because loss of one HSFIS train (all three PLCs) should be no more restrictive than the loss of one SSPS train.  ;

2) the addition of the +++ note to the Total No. of Channels and Minimum Channels Operable columns and to the Table Notation section. This note is added to clarify that a minimum of two PLCs are required in each MSFIS train for OPERADILITY.
3) deleting Action Statements 27a and 34a. Action Statements 27a and 34a provide guidance in the event of an inoperable '

MSFIS channel (PLC). These ACTION Statements currently require action "with the number of OPERABLE channels one less i than the minimum number of channels", but no action exists if none of the required channels (PLCs) per train are OPERABLE.

These Action Statements are replaced with existing SSPS Action Statements 27 and 34. These changes are required because the current TS require immediate entry into Specification 3.0.3 with both of the required channels (PLCs) per train inoperable (be in Hot Standby within 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br />).

These changes are acceptable because they are consistent with the requirements of the SSPS. The loss of one MSFIS train

_( all three channels or PLCs) should be no more restrictive than the loss of one SSPS train.

, EVALUATION The proposed changes do not involve a significant hazards consideration because operation of Callaway Plant in accordance with these changes would not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated.

The proposed changes to TS have no adverse impact on the probability of occurrence or the consequences of an accident.

The proposed amendment does not change or alter the design assumptions for the systems or components used to mitigate the consequences of an accident and the methodologies used in the accident analysis remain unchanged. The operating limits and the radiological consequences will not be changed. No design basis accidents will be affected by these changes.

The proposed changes do not result in any hardware changes.

Therefore, the proposed changes do not involve a significant increase in the probability or consequences of an accident previously evaluated.

2. Create the possibility of a new or different kind of '

accident from any previously evaluated.

The proposed changes do not involve a physical alteration of the plant (no new or different type of equipment will be installed) or changes in parameters governing normal plant operation. All design and performance criteria continue to be met and no new failure mechanisms have been identified.

The proposed changes do not affect the design or operation of any system or component in the plant. The. safety functions of the related structures, systems or components are not changed in any manner, nor is the reliability of any structure, system or component _ reduced. However, these changes are consistent with the requirements for the SSPS.

Since the safety functions and reliability are not adversely affected, the proposed changes do not create the possibility of a new or different kind of accident from any accident previously evaluated.

3.- Involve a significant reduction in a margin of safety.

The proposed changes will not affect or change a safety limit or affect plant operations. These changes will not reduce the margin of safety assumed in the accident analysis nor reduce any margin of safety as defined in the basis for any TS. The proposed changes do not affect the acceptance criteria for_any analyzed event. No setpoints are revised and the system response time will not be affected.

Based upon the preceding information, it has been determined ,

that the proposed changes do not involve a significant  ;

The proposed amendment involves changes with respect to the use of facility components located within the restricted area, as defined in 10 CFR 20. Union Electric has determined that the proposed amendment does not involve:

(1) A significant hazard consideration, as discussed in Attachment 2 of this amendment application; (2) A significant change in the types or significant increase in the amounts of any effluents that may be released offsite; (3) A significant increase in individual or cumulative occupational radiation exposure.

Accordingly, the proposed amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22 (c) (9) . Pursuant to 10 CPR 51.22 (b), no environmental impact statement or enviromental assessment need be prepared in connection with the issuance of this amendment.
