~ Tochnien1 Procedure NE-1-001 I N3w Fual Shipping Container Operations Ravision 1 the actions of all persons involved with fuel receipt, inspection and storage. 5.0 PREREDUISITES 5.1 All personnel involved with' disassembly or assembly of shipping containers are cognizant of the SNM Handling Supervisor. 5.2 A Radiation Work Permit (RWP) has been approved in accordance with K Reference 2.7. 5.3 Applicable FHB cranes are operational as required by Reference 2.2. ] 5.4 Loading hatches on elevation +46' of the FHB are removed. 5.5 Laydown areas are clean and ready to receive the shipping containers. 5.6 QC anall be notified prior to starting section 10.1 of this procedur e. 57 The SNM Transfer Reports have been issued as required by Reference /c 2.J5'. 5.8 Health Physics has performed a radiation survey of the shipping pc containers in accordance with Reference 2J$. 6.0 PRECAUTIONS AMD LIMITATIONS 6.1 The auxiliary hoists of the 'FEB crane utilize a drum design that causes the auxiliary hoist book to move laterally (north or south) 1/4 inch for every foot the book moves vertically (lowered or rais ed ). 6.2 The protective plates specified in steps 10 3 1 and 10.8.7 guard against unintentional contact between the fuel assemblies and the tools used to loosen and f asten the bundle support brackets and clamps. a 6.3 Fuel assemblies should be handled at the spacer grids and the upper and lower-end fittings only. 4 4 i

Technical Procedure NE-1-001 New Fuel Shipping Container Operations Revision 1 NOTE If the wood blocking nailed to the vehicle j bed interferes with shipping container removal and must be removed, it should be set aside and replaced prior to reloading truck bed. 10.1.3 Rig the fuel handling crane hook to the shipping container using appropriate rigging equipment (shackles, slings, etc.). Tighten the bundle support clamps in the open position. See Attachment 12.4. NOTE Do not loosen the independent bundle support clamps. See Attachment 12.5. 10.3.3 Loosen and remove all bundle support brackets. Sec. M M me d @ N 10.3.4 Loosen and remove the lower-end fitting bracket assemblies. Place the nuts and lock washers aside for use in the reassembling of the shipping container. 10.3.8 Remove the protective plates covering the fuel assemblies. i I 10.4 RAISING STRONGBACK TO A VERTICAL POSITION 10.4.1 Verify that the independent bundle support clamps are securely fastened. See Attachment 12.5. 10.4.2 Rig a sling to the strongback lifting hook and verify the lifting hook nuts are securely fastened. See Attachment 12.2. 10.4.3 Attach the appropriate fuel handling crane to the sling. 10.4.4 Carefully lift the strongback to the vertical position. 8

Technical Procedure NE-1-001 Nsw Fuel Shipping Container Operations Revision 1 NOTE The shipping container has a tendency to move as the strongback is raised due to weight redistribution. 10.4.5 Securely fasten the two vertical support brackets to the strongback and the appropriate strongback support bridge. See Attachments 12.6 and 12.7. 10.4.6 Remove the rigging from the strongback and crane book. 10 5 UNLOADING FUEL ASSEMBLIES FROM STRONGBACK NOTE Clean cotton or nylon (or equivalent) gloves shall be used when handling fuel assemblies. 10.5.1 Rig the new fuel handling tool to the appropriate fuel handling crane and position the tool directly over the fuel assembly to be removed. NOTE To affix the new fuel handling tool to a fuel assembly. slip the grapple over the center guide tube posc, rotate the tool so that the four (4) J-hooks of the grapple engage the four (4) splines of the upper-end fitting, and lower the slip collar so as to prevent rotation of the tool independent of the assembly. 10.5.2 Carefully lower the new fuel handling tool and affix it to the fuel assembly. 9 e

NE-1-001 Technien1 Precadure l New Fuel Shipping Container Operations Revision 1 ) 10.5.3 without lifting the fuel assembly or shipping container, raise l the crane hook to apply a slight tension in the rigging. 10 5.4 Independently verify that the fuel assembly is securely fastened to the new fuel handling tool which is securely fastened to the fuel handling crane. 10.5.5 Loosen and remove the independent bundle support clamp of the tool-supported fuel assembly. See Attachment 12.5. l 10 5.6 Remove or cut any tape that is visible on the fuel assembly pol ycov er. 10.5.7 Raise the fuel assembly approximately two inches. 10 5.8 Move the crane so as to move the fuel assembly directly(\\away from the strongback. 10 5 9 Transf er the fuel assembly to the inspection area. NOTE At this point the fuel assembly will be inspected according to the requirements of F References 2.1, uf 2.7. In addition, Health Physics shall perform a survey in accordance with Reference 2.$ 7 10.5.10 Insert the fuel assembly into the ack location.ipecified.by the t SNM Transf er Report. Hove the sliding trunnion pins to the outboard position and replace the lock pins. See Attachment 12.3. 10.6.16 Fasten each container cover bolt so that there is no play in the bolt spacer washer. 10 7 LOADING FUEL ASSEMBLIES INTO SHIPPING CONTAINERS 10.7.1 Verify strongback is securely supported in the vertical position. 10 7 2 Advance the crane so as to position the fuel assembly in its proper location within the strongback. NOTE The fuel assembly should be lowered onto the lower-end fitting support as gently as possible. 10 7.3 Replace and fasten the independent bundle support clamp. M M. 10 7 4 Independently verify the independent bundle support clamp is securely fastened. s 10 7 5 Disconnect the new fuel handling tool from the fuel assembly. 10.7.6 Repeat steps 10 7.1 through 10 7.5 if more than one fuel assembly is to be loaded into the shipping container. 10.8 REASSEMBLY OF SHIPPING CONTAINER WITH FUEL ASSEMBLIES 10.8.1 Verify the independent bundle support clamp (s) are securely fastened. 10.8.2 Rig the appropriate fuel handling crane to the strongback lif ting ho ok. 10.8.3 Without lifting the shipping container. raise the crane hook to apply a slight tension in the rigging. 10.8.4 Loosen and remove the two vertical support brackets from the strongback and the strongback support bridge. i 12 p _m

NOTE Placement of the protective plates should be adjusted as necessary. 10.8.8 Replace and fasten the her' nuts and lockwashers that retain the strongback to the strongback support bridges. h /A 7 10.8 9 Remove the lock pin from each sliding trunnion pin. Hove the sliding trunnion pins to the outboard (shipping) position and replace the lock pins. The shipping container dowels must engage the cover dowel holes. See Attachment 12.3. 10.8.21 Fasten each container cover bolt so that there is no play in the l bolt spacer washer. 10.9 LOADING AND FASTENING OF SHIPPING CONTAINERS ON CONVEYANCE VEHICLE NOTE Shipping containers shall be fastened to truck bed as shown in Attachment 12.1. Each shipment may contain up to six shipping containers. 10.9.1 Place the shipping containers onto the trucx bed with the end mge F y ard" facing the cab end of the vehicle. 10 9 2 Verify wood blocks are nailed to the truck bed along the container skids. These wood blocks prevent movement of the ~ shipping containers during transport. l 10.9.3 Verify stacked containers have stacking bolts tightly l l fas tened. i l l NOTE 1 Anti-chafing material should be used with the Jable or chanins to preclude damage to the shippin.g containers. 14 I

Technien1 Procedure NE-1-001 Nsw Fuol Shipping Container Operations Revision 1 NOTE 2 Health Physics shall survey and release transportation vehicles in accordance with Reference 2 7. 10 9.4 Secur,e the shipping containers to the truck bed with cinch cable or chain passed over both ends of the containers. 10.10 LABELING REQUIREMENTS FOR EMPTT SHIPPANG CONTAINERS 10.10.1 Remove any radiation labels on shipping containers or conveyance vehicle. If the labels are not removable, place an " Empty" sticke r over the labels. 10.10.2 " Empty" st'ickers shall. as a minimum, be affixed to the road side and the rear side of the shipping containers. See At-tachment 12 9. 10.11 LABELING REQUIREMENTS FOR SHIPPING CONTA1NERS WITH FUEL ASSEMBLIES 10.11.1 Radiation labels (yellow III) shall be affixed on both sides of the container skids as well as the rear side of the container. 10.11.2 Radiation labels shall also be affixed on the conveyance vehicle body and cab.
