SUMMARY

OF MEETING HELD ON MAY 21, 1985 TO DISCUSS THE FIRE PROTECTION MEASURES DESIGNED INTO THE PLANT The applicant requested this meeting to clarify to NRC staff the principles applied in the design of the fire protection features at the South Texas Project. The attendees at the meeting are listed in Enclosure 1. No handouts were provided at the meeting.

Discussion:

The discussions at the meeting centered around the philosophical basis for the fire protection measures. The applicant stated that they are comitted to meet Appendix R with no deviations. After providing their perspective on the historical role of fixed automatic suppression in fire protection at nuclear power plants, the applicant presented their position that the STP incorporates an equivalent level of safety in case of fire as other nuclear plants, although STP does not have the same types of fixed automatic suppression. The justification for this position is based on taking credit for the three-train safe-shutdown design. No quantitative basis for establishing such equivalence was offered. NRC staff indicated that more information was needed to assess the fire protection measures currently in place. The magnitude of fire protection credit which can be justified is going to continue to be evaluated by the staff.
