OF JULY 22,1999, MEETING ON STPNOC'S PROPOSED STEAM GENERATOR WATER LEVEL TRIP SETPOINT TECHNICAL SPECIFICATION (TAC NOS. MA2500 AND MA2501)

On July 22,1999, the NRC staff met with STPNOC to discuss STPNOC's proposed technical specification (TS) for the steam generator (SG) water level low-low trip setpoint. Meeting attendees are listed in Attachment 1. A handout provided by STPNOC is in Attachment 2.

The NRC opened the meeting and gave the following background summary. On July 22,1998, STPNOC proposed a TS amendment for the SG water level low-low trip setpoint to support SG replacement. The supporting reanalysis of the limiting accidents also required other operating changes to obtain acceptable results, including a change to the pressurizer water level program.

As a result, in a request for additional information dated April 15,1999, the NRC asked STPNOC to confirm that pressurizer water levels assumed in the accident analysis are supported by the TSs at STP in accordance with 10 CFR 50.36(c)(2)(ii)(B). By letter dated June 16,1999, STPNOC stated, in part, that it does not believe the requirements of 10 CFR 50.36(c)(2)(ii)(B) apply to STP because STP is excluded by the provisions of 10 CFR 50.36(c)(2)(iii). During subsequent telephone discussions with the NRC, STPNOC and the NRC could not reach agreement on the need for a pressurizer water level TS, and STPNOC requested a management meeting with r 4RC.

STPNOC began its presentation with a background discussion of the proposed SG water level low-low trip setpoint TS. The purpose of the amendment application is to lower the trip setpoint for the replacement SGs to improve post-reactor trip response (thereby enhancing reactor safety by reducing the likelihood of auxiligry feedwater actuation and avoiding a rapid cooldown of the reactor coolant system). GTPNOC then explained that it does not currently have a pressurizer program level TS.' Hwever, the pressurizer program level is a process variable and is controlled by plant procedures, and these procedures are required by the TSs. STPNOC further explained that the present STP TS on pressurizer level defines pressurizer operability and has an appropriate action statement. Operation outside the pressurizer program level is bounded by an analyzed Updated Final Safety Analysis Report (UFSAR) event and is successfully mitigated. STPNOC concluded by stating that a new TS on pressurizer program level will not benefit safety, represents an unnecessary burden and distraction on the operator,

. appears to be inconsistent with the NRC's stated goals and objectives, and should be addressed generically in the Owners Group forum. STPNOC further concluded that its SG low-low level trip setpoint submittal has a positive safety effect and requesited that NRC approve the submittal without requiring a TS for pressurizer program water level.

The NRC indicated that it appreciated STPNOC's position, although the NRC did not fully agree with all of the material presented by STPNOC. For example, while STPNOC has operating procedures to not allow operation outside the pressurizer program level for any significant F

August 11, 1999 period of time, STPNOC could change its procedures to allow it. Also, a heatup transient while outside the pressurizer program level, however unlikely, could result in an undesirable transient.

In addition, STP is somewhat unique when compared to other plants in that STP's amendment application includes revised analyses that require a revision to the pressurizer water level program (as mentioned above), and it appears to the NRC that these proposed revisions (to the analyses and the pressurizer water level program) are not fully supported by STPNOC's proposed TSs.

The NRC indicated that it would review STPNOC's position and get back to STPNOC when its review is completed.
