SUBJECT:

SUMMARY

OF APRIL 21, 1997, MEETING ON HL&P'S GRADED QUALITY ASSURANCE (QA) APPLICATION On April 21, 1997, HL&P met with the Nuclear Regulatory Commission staff to discuss HL&P's proposed QA program change to implement graded QA. Meeting attendees are listed in the attachment.

The staff elaborated on the issues contained in its request for additional information (RAI) issued on April 14, 1997. HL&P indicated their general willingness to amend the QA program description so that the QA controls for low safety significant items are more clearly described. The licensee also indicated a willingness to modify the approach used to categorize the safety significance of plant equipment to more closely correspond to the process embodied in the staff's RAI. The process embodied in the staff's RAI is related to recent staff work in developing Draft Regulatory Guide 1064 (which the license has not seen, because it has not been released for public comment). The license also agreed to provide some level of description of the categorization process in the 0A program description.

Regarding followup activities, HL&P plans to respond to the RAI within the next few weeks. The staff plans to continue its review and evaluation of  :

HL&P's graded QA application during a site visit in early May 1997. {
