SUBJECT:

MEETING BETWEEN HL&P HANAGEMENT AND NRC PANAGENENT TO DISCUSS READINESS OF STP-2 FOR RECEIPT OF A LOW POWER LICENSE The subject meeting was held on November 29, 1988. A list of attendees is shown in Enclosure 1. Enclosure 2 is a copy of HL&P's presentation.

i HLAP presented a general overview of its performance to date and indicated that lessens learned on Unit I had been applied to Unit 2. Progress toward plant completion is slightly ahead of the previous schedulo. Unit 2 has fewer items left to do than Unit I had at the same period before licensing. The projected fuel load date has changed from the week of December 19 to December 16, 1988.

STP-2 will have a five shift rotation with $ licensed operators per shift (2 SR0's I and 3 RO's). The present start up schedule in:1udes initial criticality on February 2,1989 and a projecteo full power data as early as March 1,1989.

HL&P will conduct a 50% assessment on STP-2, as was done on STP-1.

STP-2 will incorporate changes in th BMI thimble guide tubes in an effort to reduce the wear seen during STP-1 operations. Stiffer tubes will be installed. No flow limiting devices will he used. Isolation valves and magiletic full check valves will also be installed.

In discussions regarding noncer.formino materials (NRC Bulletin 88-05), HL&P indictted that they had identified all suspect cerponents and had performed i

2-both field and laboratory tests to prove serviceability. Those items not meeting the staff's criteria will be accepted by the staff as "alternate to code". The State of Texas will accept them as meeting code.

HL&P noted that a letter is in preparatier, which informs the staff of the new fuel load date and that STP-2 is ready for licensing.
