PROJECT REQUEST.TO CONVERT TO THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS j A meeting was held on Thursday, November 14, 1996, for the Nuclear Regulatory i Commission (NRC) staff and the licensee to discuss the status of the staff's review of tha licensee's request to convert the South Texas Project (STP)

Technical Specifications (TSs) to the improved Standard Technical l Specification format. The meeting was held at the request of the licensee at
NRC headquarters in Rockville, Maryland. A notice of this meeting was issued ,

1 i The staff informed the licensee that it had identified a significant number of l problems with the licensee's requests for certain TS changes in the STP l submittal. The problems primarily fall into four categories: 1) the request l

, is beyond the scope of the conversion process, 2) the request is identified as  ;

being consistent with NUREG-1431, " Standard Technical Specifications, Westinghouse Plants," but the staff believes it is not, 3) the request is

identified as being consistent with the " philosophy" of NUREG-1431, and l 4) editorial and typographical errors. The staff is currently in the process
of issuing a letter to the licensee which provides examples to illustrate the i nature of the weaknesses and what type of information needs to be submitted to i

supplement the initial request. The staff cautioned the licensee not to think that the examples in the letter are all-inclusive. The licensee needs to thoroughly review the discussion of changes and justification for deviations i that have been submitted to identify where they need additional technical

, justification.

1 Following the licensee's review of the staff's letter, the staff suggests a meeting to discuss the specific examples and the licensee's plans for revising the initial submittal. The licensee indicated that it would probably not be l available for a meeting until January 1997. In addition, the licensee does

not plan implementation of the improved TS until sometime in 1998.
