OF MEETING WITH SOUTH TEXAS PROJECT NUCLEAR OPERATING COMPANY IMPROVED TECHNICAL SPECIFICATION CONVERSION SUBMITTAL AND SCHEDULE ON APRIL 13,1998 l

Cn Apn.13,1998, members of the NRC staff met with representatives of South Texas Project Nuclear Operating Company (STPNOC) to discuss the current STP Improved Technical Specification (ITS) schedule. Attachment 1 is the list of meeting attendees. A similar meeting was held on January 21,1998, to discuss the ITS conversion schedule. The STPNOC representative was very concemed that the schedules has slipped from those discussed during the January meeting. He stated that he received a call from the staff on February 28,1998, stating the request for additional information (RAl) scheduled for February 28,1998, would be delayed. The staff stated the current schedules have slipped approximately two months from those proposed in July 1997, which were those expressed during the January 21,1998, meeting. l The staff acknowledged the STPNOC representatives concems regarding schedule and stated l that resources were being applied to the STP ITS conversion. Additionally, the staff agreed to l explore other resource options but stated a firm schedule could not be guaranteed at this point.

The staff provided the best estimate schedule to the STPNOC representative (Attachment 2) and noted that it was a very sggressive schedule for both the NRC and STPNOC.

The staff stated that if STPNOC had questions regarding the staff's RAl, meetings or phone calls could be arranged to discuss the questions so that a correct response could be supplied.

However, the staff stated they would not review any draft or undocketed matorial provided by STPNOC.

The STPNOC representative asked about the options available under the Notice of Enforcement Discretion (NOED) policy with respect to withdrawal of a ITS submittal. The staff stated the NOED guidance requires a statement regarding wheiher the prior adoption of approved fine-item 4 improvements to the current Technical Specifications or the ITS would have obviated the need for the NOED request. The STPNOC representative inquired about who he needed to talk with regarding any changes to the NOED policy. The staff stated that any change in policy would be made by the NRR Office Director. The STPNOC representative stated he would pursue that discussion separately.
