SUMMARY

OF MEETING WITH HOUSTON LIGHTING & POWER COMPANY TO DISCUSS ESSENTIAL CHILLED WATER CHILLER CALCULATIONS The subject meeting was' held on December 17, 1993. Enclosure 1 is the meeting agenda used. 'The list of attendees is provided in Enclosure 2.

BACKGROUND The Diagnostic Evaluation Team inspection identified an NRC staff action involving the capability of the essential chilled water (ECW) system'to perform its ' safety function during a design basis accident under low heat load conditions. ,

l MEETING

SUMMARY

At the December 17, 1993 meeting, the NRC staff questioned representatives.of Houston Lighting and Power (HL&P) about the analysis performed on the

! essential chilled water (ECW) system. Topics of discussion included: the-l licensee's engineering analysis for chiller operation under low heat load

! accident conditions; the need and scope of baseline testing of the ECW system that would more closely simulate design basis accident heat load conditions and validate operability; and, the need and scope of periodic testing of the i ECW system to ensure that it can perform its safety function.

HL&P discussed with York Corporation, prior to the meeting, the validity of l the MC6428 ECW chiller calculation. The licensee agreed to provide the NRC l with a letter from York Corporation regarding the chiller calculation, as well  !

as a copy of the appropriate test procedure and the unreviewed safety question )

evaluation for this modification.  !

January 6, 1994 Although the procedures are not complete, the licensee stated that they will be ready for the NRC inspection in January to look at the new modification and resolve any outstanding concerns.

In addition to the discussion about the ECW chiller calculation, licensee representatives and the staff discussed the status of various regulatory actions, some of which are currently under staff review and others which are anticipated.
