OF JANUARY 21,1998, MEETING ON THE SCHEDULE FOR NRC'S REVIEW OF STPMOC'S APPLICATION FOR CONVERSION TO THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS (ISTS) (TAC NOS.

M95529 AND M95530) _

On January 21,1998, the NRC met with the imensee on the above subject. M sting attendees are listed in Attachment 1. A handout provided by the licensee is in Attachment 2. The handout lists the licensee's summary of its activities in the ISTS area since it was identified as a business <

plan item in 1993.

The purpose for the meeting was for the licensee to understand NRC's planned review scheduie _

of the licensee's appimation for conversion to the ISTS. During the meeting, the NRC -

encouraged the licensee 'to continue periodic discussions, including additional management-level meetings, on the status of NRC's review (the last such meeting was held on October 2,1997).

The NRC stated that the current schedule is as follows (note that RAI stands for request for additional information, and SE stands for Safety Evaluation):

NRC issue three train RAls - 02/28/98, NRC issue remaining RAls - 04/30/98,_

NRC/ licensee resolve RAls - 06/30/98, NRC issue Draft SE - 07/31/98, NRC prepare Final SE - 08/31/98,'

NRC issue Amendment - 09/30/98.

The NRC also informed the licensee that the recent experience shows that the largest delays with conversion requests from other licensees are due to the inclusion of beyond scope issues.

While the NRC appreciates that licensees have substantial resources invested in their l conversion appimations and therefore may desire to tailor specific technical specifications to best represent their plants, NRC also recognizes that there comes a point where the beyond-scope issues begin to consume NRC's resources and can ultimately significantly delay the conversion review schedule. At this point, NRC's view is that the beyond-scope issues will need to be jettisoned from the conversion application and handled separately.

The licensee indmated that the above schedule, even with some minor slippage, would be ,

acceptable. The licensee desires to implement the ISTS towards in late 1998, but could possibly accommodate a late spring 1999 implementation. Altematively, if implementation is not completed by late spring of 1999, the licensee will not be able to implement the ISTS until 2001 if steam generators are replaced only on Unit 1, or not until 2003 if steam generators are replaced on both Units 1 and 2. The licensee indicated it is willing to do whatever it takes to meet NRC's review schedule set out above.
