Because of recent reports received at Cinna Station concerning incorrect High Steam Flow bistable settings for Main Steam Line Isolation Valve Logic at *

'other Nuclear Plants, our Instrument and Control Foreman reviewed the Cinna  !'

, Station High Steam Flow and High High Steam Flow bistable settings.

This check on 6/6/73 indicated that the High High. Bistable setting was .

l approximately'237. higher than the specified velds as set forth in the Plant P-1, (Reactor Control and Protection System Settings) procedure. A High Righ Steam Flow from a Steam Generator in conjunction with a safety Injection signal ,

will result in an isolation closure signal for the respective Main Steam Line

Isolation valve. ,

1 The apparent reason for this incorrect bistable setting was due to a personnel error in transposing the desired calculated current level from a work sheet to the Plant's PT-5, (Reactor Protsetion Systen Bistable Surveillance Test) procedure. ,-

At the outset of our preparation to attain stretch power level (1520 MWt), the .

Plant was shut down in early March,1972 to incorporate the Westinghouse ,

recommended protection setpoint changes. One of SteamFlovequaltoadeltapressureof3.78x10ghesechangeswasHighHigh, #/hr. The station Instrummate and Control Department thought that this was too high, as it cortesponde ~

Westinghouse, a setpoint. of 3.7 x 106 #/hr was decided upon, and it- is this ,

i Ihe Plant Operations Review Connittee met on 6/6/73 and reviewed the probles..

They concurred that there were no safety implication involved due 1:e the higher:

than desired bistable setting.. This conclusion is based upon the fact that the actual histable trip point was equoi to the Westinghouse Safety Analysis Group's 6 first proposed valus.

The Plant Operations Revi Consmittee recommended that the bistable setting corresponding to 3.7 x 10gw#/hr Steam Flow be set in the 4 High High Steam Flow Bistables (2 in each loop). This was completed by 1500 on 6/6/73..
