This is to ccin.Tirs my phone call to Mr. Cert tuvis on March 8,1976, to report tho inproper positioning of one of the two danpers for the control room charcoal filter system.

i iThile. conducting a ficr.c check on the control roo: charcoal filter syste= on 3-B-76, it was discovered that one of the two das:pers that controls 25% of the control roen air flew throu;;h the charcoal filters during a radiation emergency was in the wrong position.

Ibis condition allouod one of the two darpers to always-be closed so th.it tha recirculation of 257. of the control room air through the charcos1 filter was noc possib!c.

I L trouble card was issued and verk is being done today to correct the problen.
