Interim Report of 10CFR50.55(e) Item on Hydraulic Pipe Snubbers (#79)

Dear Mr. Keppler:

This interim report concerning hydraulic pipe snubbers has been pre-pared to provide the current status of this problem.

This item was originally reported to Mr. J. Konklin of NRC Region III by Detroit Edison's Mr. D. Ferencz, Acting Supervisor - Construction Quality Assurance on October 15, 1982. At that time, the problem appeared to be contamination of the hydraulic fluid with metal filings and corrosion of internal parts. The hydraulic snubbers were supplied by Power Piping Company. Approximately four hundred (400) such snubbers exist at the Fermi 2 site. This problem appeared to be similar to a previous one at Crystal River 3 Nuclear Plant in Florida.

On November 1,1982, all affected hydraulic snubbers were returned to Power Piping for refurbishing. They have since been returned to the site. The last shipment was received on March 5, 1983. There has been continued evaluation and review of documentation to assure that no further contamination of the hydraulic fluid or corrosion of internal parts exists.

Another report on this item, either interim or final, will be sent when further information is available. If you have questions con-cerning this matter, please contact Mr. G. M. Trahey, Assistant Director - Project Quality Assurance.

Very truly yours, DAW /EHN/pn M.
