The specific coMition involved unqualified Kalrez soft seats used in feedwater check valves supplied by Atwood ard Morrill Company. ,

l The fex3 water piping consists of two twenty inch dianeter lines l from the feedwater heaters to the rea-tor. Each line includes l three containment isolation valves, one inboard and two g outboard, i The design temperature of the feedwater piping is 450 F.

> ' The sof t seat material used in the outboard isolation valves is a j Stilman conpound which is qualified for its intended use. The inboard isolation valves used Dupont compound Kalrez as their sof t ]

seating material. Recently, it has been discovered that the I Kalrez compound did not perform satisfactorily during qualification testing and thus is not qualified .for its interded use. Cetroit Edispn purchase specifications required a design temperature of 4507 for feedwater isolation valve sof t seats.

However, according to the recently obtained test report, Kalrez specinens were found to be damageg during testing when they were subjected to thermal aging at 475 F pressurized water for 362

. hours to sinulate 1.5 years of equivalent life.

l The Kalrez soft seats for the inboard feedwater check valves 3 B21F010A and B were designed ard supplied by Atwood ard Morrill l Company. Failure of the soft seat material for feedwater inboard

, isolation valves will not impact safe shutdown of the plant. In the event of a failure of the soft seat, the valve seating surface Stellite will provide additiona'. sealing which will minimize valve leakage. Furthermore, two a3ditional check valves of different soft seat material (Ethylene propylene rubber) are in series to prevent any substantial leakage. Nevertheless, a potential impact on off-site dose exists due to the potential for a loss of a fission product barrier. Therefore, this condition could create a substantial safety hazard.

The date on which it was discovered that the Kalrez conpound is not qualified for its interded use is September 9,1987.

Deviation Event Report (DER) No.87-357 was prepared to evaluate this condition.

Kaltez cof t seats for feedwater check valves B21F010A and B have been replaced with soft seats using Parker compound E692-75. This replacement reterial has been tested by Wyle Laboratories and found to be qualified for this application.
