" Failure of Two Target Rock Solenoid Valves" On December 13, 1984, Detroit Edison's Mr. J. E. Conen, Engineer-Licensing, telephoned Mr. R. C. Knop of NRC Region III to report the improper operation of'2 dual coil solenoid valves manufactured by the Target Rock Corporation of E. Farmingdale, NY.. This deficiency is potentially report-able in accordance with the requirements of 10CFR50.55(e) and is being tracked as Item 142.

Description of Deficiency During the Primary Containment Integrated Leak Rate Test 2 Target Rock solenoid valves (E41-F402 and Ell-F415) were found to operate improperly. Each of these valves had remote position indication which showed the opposite of the true position of the valve. Additionally, operation of the

. valve actuators for these valves caused the valve to travel to the opposite position from that intended. Valve Ell-F415 isolates one of the drywell pressure instrument lines; valve E41-F402 isolates one of~the torus pressure / level instrument lines.

Reversed valve actuator operation appears to be peculiar to the Target Rock dual coil solenoid valve because of sensiti-vity of the valve to the polarity of the actuator coil. Ten of the 41 QA Level I Target Rock solenoid valves installed are the dual coil type.

, containment instrumentation lines related to the Reactor Protection' System and Emergency Core Cooling Systems.

Improper operation of these valves could affect plant safety.

Corrective Action Detroit Edison is' continuing its investigation of the cause, scope, and necessary-corrective action for'chis problem.
