Dear Sir:

In accordance with the requriements of TITLE 10, Chapter 1, Code of Federal Regulations, Part 21, Transamerica Delaval, Inc. (TDI) hereby notifies the commission of a defect in a component of the DSR-48 standby diesel generator. The defect, specifically, is in the engine jacket water pump assembly.

TDI has supplied the DSR-48 engines with thfs jacket water pump assembly to the Shoreham Nuclear Power Station (SNPS) of Long Island Lighting Company (LILCO). The jacket water pump assembly was manufactured by TDI and installed by SNPS personnel under TDI supervision.

In 1979, a 10CFR21 report was submitted to the Commission on the original jacket water pump supplied for the model DSR-48 engine. On October 11, 1982, a modified jacket water pump (which was installed as a result of this 1979 10CFR21) installed in one of the SNPS engines failed during preliminary engine testing. In November, 1982, an improved design jacket water pump assembly was retrofitted to all of the SNPS engines. This assembly has proven successful during several hundred hours of testing on the SNPS engines.

At the time of failure of the first. pump assembly modification, TDI reviewed the reportability of this particular failure and decided that a substantial safety hazard did not exist. The mode of failure of this water pump assembly was unique to the SNPS engines, and LILCO/TDI would correct the problem prior to qualification testing of the engines.

During the week of July 11, 1983, a Region 4 NRC inspection team audited our Oakland facility. During this audit, the reportability of the October, 1982 failure was discussed. The NRC inspectors stated that, in their opinion, this failure should have been reported. Accordingly, on July 18, 1983, TDI again reviewed this failure and, based on the recommendations of the NRC inspection team, it was decided to report this failure.
