SAFETY EVALUATION BY THE OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS RELATED TO AMENDMENT NO. 10 TO FACILITY LICENSE NO. NFP-82 SHOREHAM NUCLEAR POWER STATION. UNIT 1 (SNPS_).

DOCKET NO. 50-322

1.0 INTRODUCTION

By letter dated December 14, 1992, the licensee, Long Island Power Authority (LIFA) requested an amendment to facility license No. NFP-82 for its SNPS. . The-amendment would modify the Defueled Technical Specifications (DTS) by deleting the requirement that the Radioactive Effluent Release Report be submitted on a semi-annual basis and adds the requirement that the Radioactive Effluent Release Report be submitted annually, in accordance with 10 CFR 50.36a. In addition, the amendment eliminates the requirements for Alternating Current (A.C.)' Sources and Onsite Power Distribution Systems from the DTS.

The SNPS license was amended on July 19, 1991, to authorize possession only, but not operation of the reactor located at Wading River, New York. The SNPS has.

been shut down since February 28, 1989, and only operated intermittently at low-power levels during the period July 1985 and June 1987. At the time of the plant's final shutdown, in June 1987, the average fuel burnup was calculated to.

be approximately two effective full-power days. Fuel removal from the reactor was completed in August 1989. The Order Authorizing Decommissioning was 1.ssued June 11, 1992.

2.0 EVALUATION The . licensee has requested that the Radioactive Effluent Release Report be submitted annually, in accordance with the revised requirement of 10 CFR-50.36a.

- The reason for the requested change is that 10 CFR 50.36a has been revised, and now requires that a Radioactive Effluent Release Report be submitted annually.

Previously,10 CFR 50.36a required a semi-annual submittal. The staff finds the submittal of an canual report consistent with the current regulations.

The amendment also deletes the requirements for A.C. Sources and Onsite Power Distribution Systems from the DTS. . Normal ~ A.C. power is provided to the plant through the utility grid system, 138KV and 69KV circuits. The licensee is i proposing to delete from the DTS the requirements for maintaining-the diesel generators operable. Removing these requirements from the DTS will eliminate the onsite source of backup A.C. power if the normal power is interrupted. 2 onsite power distribution systems is minimal. The loss of onsite electrical power at Shoreham would not adversely affect the operation of any safety related systems or components.

All the accident scenerios related to the loss of A.C. power were previously-analyzed in the approved Defueled Safety Analysis Report (DSAR) and the approved Decommissioning Plan (DP). One of the principal reasons that the consequence of i the loss of A.C. power is insignificant in offsite-dose consequences is that active fuel cooling is not required because the decay heat is low. Because the decay heat is low, the evaporation rate is slow and ample time exists to restore ,

A.C. power to normal spent fuel pool (SFP) makeup sources.. The accident ,

scenarios previously analyzed in the DTS and the DP are summarized below.  ;

The DSAR, Section 15.1.19, examined the loss of A.C. power and its impact on SFP cooling. Because of the low heat rate (200 watts, DSAR, Figure 15.1-1), the loss of normal cooling and makeup systems will only result in a very slow evaporation rate of the SFP water. The evaporation rate is approximately 0.6 gpm or one foot every 11 days. It would require approximately 264 days for the SFP water level to reach the top of the fuel. Therefore, ample . time exists to restore normal makeup sources to restore the SFP level, DASR Appendix 9B, page 9-19.

The fuel handling accident was also analyzed in the DSAR, Section 15.1.36. The ,

accident is assumed to occur as a consequence of a failure of the fuel assembly lifting mechanisms. The fuel assembly mechanisms are pneumatically operated, fail-safe, and do not depend on A.C. power to hold the bundle. Thus, a loss of -!

A.C. power will not increase the probability of this accident.

The DP, Section 3.4.1, analyzed 10 accident scenarios. If any one of the 10 l accidents analyzed is followed by a loss of A.C. power, the consequence would not be increased because A.C. power is not required to mitigate the consequences of these accidents. Even for the two accidents that involve fires, the fire main would be supplied by the diesel fire pump, and the loss of A.C. power would not prevent the Fire Brigade from extinguishing the fires. Regarding the loss of l' A.C. power, while decommissioning activities are in progress, the work would be forced to stop. l To summarize, the accident scenarios previously analyzed in either the DTS or the DP, did not require A.C. power to mitigate the accident, and the offsite doses resulting from these accidents were insignificant. The staff, based on the ,

previously analyzed accidents, is approving the deletion of the requirements for A.C. Sources and Onsite Power Distribution Systems from the DTS.  ;

3.0 ENVIRONMENTAL CONSIDERATION

S The amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10), and 10 CFR 51.22(c)(11). Pursuant to 10 CFR 51.22(b),_ '

no environmental impact statement or environmental assessment need be prepared i in connection with the issuance of this amendment.

The Commission has concluded, based on the considerationsEabove, that.
