Dear Mr. Keppler:

On March 14, 1983, Detroit Edison's Mr. G.M. Trahey, Assistant Director -

Project Quality Assurance, telephoned Mr. J. Konklin of NRC Region III to report on a problem with control of Design Change Packages at the Fermi 2 site.

An audit by Construction Quality Assuran:e identified a practice which could result in uncontrolled portions of a Design Change Package (DCP) existing in the field. The practice of stamping only the cover pages of the package (Cover Sheet and Index Sheet) made it difficult to assure that changes in the DCP would be posted in field copies of unstamped documents in the pack-age.

Currently, procedures are being revised requiring all sheets and' drawings constituting a Design Change Package to be stamped with the appropriate stamp and recipient number. Additionally, all copies of Design Change Pack-ages not displaying a document control stamp are being recalled for redis-tribution by the Document Control Center. To date, no hardware problems have been identified as a result of the above practice.
