Dear Mr. Haynes:

On January 19, 1983, in accordance with 10CFR50.55 (e) , we reported verbally to Region 1 a deficiency with certain contactor coils manufactured by Square D Company. This letter serves as our 30-day written report of this deficiency, and describes the corrective action to be taken.

Description of Deficiency We were advised by a Square D Co. letter dated July 6, 1982, that certain contactor coil materials used in older design coils may exhibit significantly shorter life than previously thought.

During accelerated aging tests, as part of Square D's ongoing nuclear qualification to IEEE 323-1974, it was determined that certain coil materials used in contactor coils (NEMA Size 00 through Size 5, having vendor code "S", and manufactured prior to 1974; as well as NEMA Size 00 through through Size 1 having a vendor code "S" and manufactured between 1974 and 1981 with duty cycle greater than 50 percent and/or subjected to excessive exter-nal heating) do not have a 40-year qualified life as previously anticipated. Square D recommended replacement of these coils if installed in Category lE equipment.

As a result of Square D's letter, a field survey was performed for all Category lE Square D Co. 480 volt motor control centers to identify any of the subject coils installed in Shoreham's motor control centers. The results of this survey were forwarded to Stone and Webster Engineering Corporation (S&W) for their evalua-tion and determination of Phe extent of the life reduction of'these coils.

o SNRC-828 February 22, 1983 Page 2 Simultaneously, we directed Square D to clarify the temperature de-pendence of the coil life. Square D provided further clarification in their letter dated November 8, 1982 and stated that the suspect coils would not require immediate replacement since, in Shoreham's worst case application, the coil life would be at least three years.

Upon further discussions with S&W and Square D Co., it was learned that the November 8 letter only concerned coils manufactured during or after 1974. Square D could not justify allowing the pre-1974 coils to remain installed in Class lE circuits due to documented manufacturing problems in this vintage of "S" coils. A telex dated January 6, 1983 was received from Square D Company which stated that the life of these coils was reduced due to inferior magnet wire that may have been used during the manufacturing of the coils.

A total of 102 coils are in the pre-1974 category.

As a result of the above discussions and the information provided by Square D in the above telex, it was determined that this situa-tion constituted a reportable deficiency under 10CFR50.55 (e) .

Corrective Action Replacement contactor coils have been received from Square D Co.

for all Class lE coils (vendor code "S") manufactured prior to 1974. A Change Control Form (CCF R24/10) and E&DCR F-44984 have been issued to authorize the replacement of the subject coils which have been identified by the field survey.

An engineering evaluation is in progress by S&W to determine whether any of the coils manufactured during or after 1974 require pre-fuel load replacement due to their Shoreham-specific applications. Any such coils found to require pre-fuel load replacement will be added to the above replacement program.

The coil replacement is expected to be completed by May 31, 1983.

This letter is our final report to you on this matter.
