Final Report of 10CFR50.55(e) Its on Questionable Quality Con-trol Acceptance of Pipe Hanger Installations (#82)

Dear Mr. Keppler:

On Decmber 1, 1982, Detroit Edison's Mr. T.A. Alessi, Director - Project Quality Assurance, telephoned Mr. H. Wescott of NRC Region III, to report on a potential problem with questionable quality control (OC) acceptance of pipe hanger installations at the Fermi 2 site.

This report identified a potentially reportable deficiency involving the ,

adequacy of contractor's quality control inspections of' pipe supports.

Through a review of past and sme current surveillance reports, Project Quality Assurance (POA) determined that sme of the supports examined by POA had one or more noted deficiencies of varying significance.

As a result of the initial telehpone call, Mr. I. Yin of the NRC Region III visited the Ferd 2 site on Decmber 9th and 10th,1982, to investi-gate the prob 1cm in nore detail and discuss Edison's action plans. Based on our agreements with Mr. Yin, your office issued a Confirmatory Action Letter, dated Dec eber 10, 1982, describing the actions to be taken to identify and to correct any deficiencies.

Edison management met with the NRC Region III staff January 20, 1983, to present the plans for implementing the actions outlined in the Confirma-tory Action Letter.
